September 1, 2020 Meeting Minutes
The Engineering Committee met Tuesday, September 1, 2020 at The District
Offices at 245 Main Street, Cromwell, Connecticut.
Chairman John Dunham called the meeting to order at 5:30 PM. In addition to the
Chair, present were Committee Members – Bonnie Anderson, Lanette Macaruso
and David Bauer, present remotel y was Committee Member – Bob Argazzi. Also,
present were Executive Director – Arthur Simonian, District Engineer – Michelle
Ryan. There was a quorum
Following is a summary of the September 1, Engineering Meeting:
1) Capital Items as a standing agenda item – Capital Items will be on
future Engineering Committee meetings agendas. Art will provide a one-
year plan with detail and a five-year plan with fewer details. Art stated
he is in the process of creating a global list of everything in the plant that
has an age expectancy.
2) NPDES Permit – Art reviewed and discussed the NPDES permit.
CTDEEP sent an email on August 13, 2020, giving the District two
options one of which include a consent order. Art stated the District can
send letters and lend some support but it should be the responsibilit y of
the CTDEEP and EPA to address the issue with the communities to get the
I/ I work started. The CTDEEP also stated they are expecting the District
to treat all of their flows except for extreme events. They requested we
full y treat all flows even those over 55 mgd. Art stated we have been
treating up to 55 mgd full y as per the design and have been since the
upgrade. We should be in compliance.
Art discussed a timeline. He stated he would draft an email with our
response and send it to the Committee and our District Attorney for
review. Then he would send our response to the CTDEEP by Friday,
September 11 t h . Art expects once CTDEEP receives the email, they will
call us or set up a meeting to discuss and then in the following couple of
weeks we should see a draft permit issued. The District will have 30 days
respond to the draft permit. Art stated if the CTDEEP came out with a
draft permit, we may have the option to appeal it.
Art response to the CTDEEP will be the following:

Offer to provide flow variation data, annual anal ysis flow trends
and monitor flow variations
Not in agreement for assessing plant up grades. Elaborate on the
upgrade that it was understood Middletown was joining the District
and the flows that we are seeing are as designed.
The District is treating everything up to 55mgd and giving
secondary treatment for flows beyond. We are meeting ou r effluent
limits outlined in our permit. CTDEEP approved the upgrade
including the design capacit y.
Extreme events in the permit is undefined.
3) Related Business and Staff Update s – Art sent an email to the Board
stating Eversource did rollback our rates to what they were before the
increase. They did not give a credit for last month. Art spoke with our
Account Manager and they are not issuing credits because at some point
there may be another increase.
Adjournment:
Mrs. Anderson moved, no second needed and the committee approved
unanimously to adjourn at 6:30 PM.
