THE MATTABASSETT DISTRICT - Minutes of June 21, 2021 PUBLIC SPEAKERS None. MINUTES OF June 21, 2021 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held Monday, June 21, 2021, in the Administration Building. Chairman John Dunham called the meeting to order at 7:02 p.m. A roll call was taken and a quorum was present. Present from the Town of Cromwell were Directors Doug Sienna, Bonnie Anderson and Joseph Corlis. Present remotely from the Town of Berlin were Directors Jim Fallon and Bob Argazzi. Present from the City of Middletown were Directors David Bauer and Joe Samolis, Gerald Daley was present remotely. Present from the City of New Britain were Directors Rick Healey and Don Naples. Also present were Edward T. Lynch Jr. – District Counsel, Arthur Simonian – Executive Director, Bill Adkins – Maintenance Manager, Mike Manfre – Operations Manager and Michelle Ryan – District Engineer. Middletown Director Dale Aldieri was absent. New Britain Directors, Mary Marrocco, Tonilynn Collins and Katie Breslin were absent. Approval of May 17, 2021 Minutes MOTION: Mr. Sienna moved to approve the minutes of May 17, 2021. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Treasurer's Report MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Budget Statement MOTION: Mr. Sienna moved to accept the Budget Statement as presented. Check Register – May, 2021 No motion required. Staff Reports MOTION: Mr. Sienna moved to accept the Staff Reports as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: Per David Bauer’s request, the Executive Director will add 20 years of flow data to the budget spreadsheet and redistribute at the July Board Meeting. Engineering Committee MOTION: Mr. Naples moved to approve awarding the Ash Lagoon Cleaning Project Bid 2021-22 to the lowest qualified bidder, J.V. III Construction, Inc. of Rocky Hill, CT in the amount not to exceed $80,000. Mrs. Anderson seconded the motion. Discussion RESOLVED: The motion was approved unanimously. MOTION: Mr. Sienna moved to approve awarding the Primary Tunnel Repair Project Bid 2021- 19 to the lowest qualified bidder, Structural Preservation Systems, LLC. of Cheshire, CT, in the amount not to exceed $640,000 including 10% contingency if necessary. MOTION: Mr. Sienna moved to accept the Engineering Committee Report of June 15, 2021 as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Finance Committee No Report Human Resources Committee MOTION: Mr. Sienna moved to accept the Human Resources Committee Report of June 15, 2021 as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Property Management No Report Public Relations Committee MOTION: Mr. Samolis moved to accept the Public Relations Committee Report of June 10, 2021 as presented. Mrs. Anderson seconded the motion. Discussion RESOLVED: The motion was approved unanimously. 3 7/27/2021 12:24 PM THE MATTABASSETT DISTRICT - Minutes of June 21, 2021 Counsel's Report No Report, however updates were provided by the Executive Director on the NPDES Permit, Guida’s Dairy and the Berlin Water Control Commission billing issue. New Business Reserve Capacity discussion and memo. Communications The Executive Director discussed and reviewed the following documents with the Board of Directors, Eversource email and spreadsheet, Biobot analytical article and a budget spreadsheet. Adjournment MOTION: Mr. Samolis moved to adjourn.
