THE MATTABASSETT DISTRICT - Minutes of August 16, 2021 PUBLIC SPEAKERS None. MINUTES OF August 16, 2021 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held Monday, August 16, 2021, in the Administration Building. Chairman John Dunham called the meeting to order at 7:05 p.m. A roll call was taken and a quorum was present. Present from the Town of Cromwell was Director Joseph Corlis and Bonnie Anderson was present remotely. Present remotely from the Town of Berlin was Director Jim Fallon. Present from the City of Middletown were Directors David Bauer, Gerald Daley, Dale Aldieri and Joe Samolis. Present from the City of New Britain were Directors Rick Healey, Mary Marrocco, Don Naples and Tonilynn Collins was present remotely. Also present were Arthur Simonian – Executive Director, Edward T. Lynch Jr. – District Counsel, Bill Adkins – Maintenance Manager, and Michelle Ryan – District Engineer. Berlin Director, Bob Argazzi was absent. Cromwell Director, Doug Sienna was absent. Approval of July 26, 2021 Minutes MOTION: Mr. Bauer moved to approve the minutes of July 26, 2021. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved with Tonilynn Collins abstaining. Treasurer's Report MOTION: Mr. Samolis moved to accept the Treasurer’s Report as presented. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Budget Statement MOTION: Mr. Samolis moved to accept the Budget Statement as presented. Check Register – July, 2021 No motion required. Staff Reports MOTION: Mr. Bauer moved to accept the Staff Reports as presented. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: The Executive Director will forward David Bauer’s request to the Auditor. David is requesting the work process and paper work when auditing the Clean Water Fund Loan Refinance. The Executive Director will also review the CNR unaudited budget statement and make any needed corrections for the September Board Meeting. Engineering Committee No Report Finance Committee No Report Human Resources Committee MOTION: Mr. Samolis moved to accept the Human Resources Committee Report of August 5, 2021 with the correction of removing Joseph Samolis as being absent. Public Relations Committee No Report. Counsel's Report No Report. New Business None Communications The Executive Director informed the Board of Directors that the materials and questions Al Waters’ had requested will be given to Chairman Dunham to review, Mr. Waters will then be contacted to review the information. The Executive Director announced that September elections are next month, and the Nominating Committee will be Joseph Samolis, Mary Marrocco, Bonnie Anderson and Jim Fallon as the Chair. Adjournment MOTION: Mr. Naples moved to adjourn.
