THE MATTABASSETT DISTRICT - Minutes of October 18, 2021 PUBLIC SPEAKERS Al Waters – Mr. Waters voiced concerns over odor nuisance near home and inconsistencies with our records pertaining to odor, chemical levels, and wind records. Mr. Waters states that this has been an ongoing issue and would like immediate action taken to correct this odor issue. MINUTES OF Monday October 18, 2021 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held Monday, October 18, 2021, in the Administration Building. Chairman John Dunham called the meeting to order at 7:11 p.m. A roll call was taken and a quorum was present. Present from the Town of Cromwell was Director Joseph Corlis, Bonnie Anderson and Doug Sienna was present. Present from the Town of Berlin was Director Jim Fallon. Present from the City of Middletown were Directors David Bauer, Dale Aldieri, Joe Samolis and remotely Gerald Daley. Present from the City of New Britain were Directors Mary Marrocco, Don Naples and Rick Healey was present remotely. Also present were Arthur Simonian – Executive Director, Edward T. Lynch Jr. – District Counsel, Bill Adkins – Maintenance Manager, and Michelle Ryan – District Engineer. Berlin Director, Bob Argazzi was absent. New Britain Director; Tonilynn Collins was absent. Approval of September 20, 2021 Minutes MOTION: Mr. Bauer moved to approve the minutes of September 20, 2021. Mr. Sienna seconded the motion. Discussion RESOLVED: The motion was approved unanimously Treasurer's Report MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented. Mr. Bauer seconded the motion. Discussion RESOLVED: The motion was approved unanimously Budget Statement MOTION: Mr. Sienna moved to accept the Budget Statement as presented. Staff Reports MOTION: Mr. Sienna moved to accept the Staff Reports as presented. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: 1. David Bauer would like a screen shot of Mattabassett’s SCADA readings from Middletown’s pump station. 2. Dale Aldieri would like Al Water issues put on agenda for next meeting, time stamp odor letters, and refer to engineering committee meeting. 3. Dale Aldieri would like a copy of email on Middletown response to the original odor letter that was sent to us and to be cc’d on chemical addition emails. Engineering Committee MOTION: Mr. Sienna moved to accept the Engineering Statement as presented. Mr. Samolis seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Nominating MOTION: Mr. Bauer moved to accept the Nominating Statement as presented. Mr. Sienna seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Council Report No Report New Business meeting Dates 2022 MOTION: Mr. Bauer moved to accept the Board Meeting Dates 2022 Statement as presented. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously.
