June 20, 2022 Meeting Minutes
The Engineering Committee met Monday, June 20, 2022 at the District Offices,
245 Main Street, Cromwell, Connecticut.
Chairman, John Dunham called the meeting to order at 5:50 PM. In addition to
the Chairman, present were Committee Members –Bonnie Anderson, David Bauer,
Bob Argazzi and Don Napl es. Also, present were Executive Director – Arthur
Simonian and District Engineer – Michelle R yan . There was a quorum .
Following is a summary of the June 20 t h Engineering Meeting:
1) Column repair work to the Incinerator basement – The Executive
Director and District Engineer discussed the Column repair work in the
Incinerator Building basement with the Committee.
2) Mac Donald Enterprises, Plenum – Art reviewed and discuss ed Mac
Donald Enterprises working on the Plenum with the Committee.
3) IT Services RFQ – The Committee reviewed and discussed awarding the
IT Services contract. This item will be tabled for further discussion at the
July Engineering Committee Meeting.
4) Replacement water main – The Executive Director reviewed and
discussed a replacement water main and service water lines on the North
side of the Plant. A motion will be presented for approval at the Jul y
Engineering meeting.
5) Scum Skimmer Bid 2022 -26 – Art reviewed and discussed the Scum
Skimmer Bid with the Committee. He explained how the automated system
will improve safet y co nditions for the staff that are currentl y raking the
scum by hand. The automates Skimmer will also save two hours of labor
on each of the three shifts.
Mr. Bauer moved, Mr. Naples seconded, and the committee approved
unanimously:

MOTION: The Engineering Committee approved awarding the Scum
Skimmer Bid to Kovacs Construction, Inc. out of Oxford, CT , in the amount
not to exceed $1,194,400 with a n owner contingency of $105,600 and refers
this recommendation to the Board of Directors for their review and
approval.
5A) Scum Skimmer Construction Administration Award – Art reviewed and
discussed awarding the Scum Skimmer Construction Administration award
to Wright Pierce with the Committee.
Mr. Bauer moved, Mr. Argazzi seconded, and the committee approved
unanimously:
MOTION: The Engineering Committee recommend ed approving awarding
the Scum Ski mmer Administration project to Wright Pierce of
Middletown, CT, in t he amount not to exceed $64,000 , and refers this
recommendation to the Board of Directors for their review and approval.
6) Sewer Rules and Regulations, Revised – Art discussed the revised Sewer
Rules & Regulations with the Committee. The onl y revision was on page
nineteen, it now includes pricing for the MIU General Permits that are
reviewed by the District Engineer. Attorney Ed Lynch also reviewed the
Rules & Regulations.
Mrs. Anderson moved, Mr. Argazzi seconded, and the committee
approved four to one.
MOTION: The Engineering Committee recommends approving the
revised Rules & Regulations, dated June 20 t h , 2022 and refers this
recommendation to the Board of Directors for t heir review and approval.
7) Outfall Foaming – The Committee reviewed a video of foaming near our
Outfall, we are unable to pinpoint the source of the foaming, but it is not
coming out of our Outfall pipe.
8) Related Business and Staff Updates – None.
Adjournment:
Mr. Bauer moved, no second needed and the committee approved
unanimously to adjourn at 6:55 PM.
