THE MATTABASSETT DISTRICT - Minutes of August 15, 2022 PUBLIC SPEAKERS None MINUTES OF Monday, August 15, 2022 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held on Monday, August 15, 2022 in the Administration Building. Chairman John Dunham called the meeting to order at 7:00 pm. A roll call was taken and a quorum was present. Present from the Town of Cromwell was Director Joseph Corlis. Present from the Town of Berlin was Director Bob Argazzi. Present from the City of Middletown were Directors David Bauer and Gerry Daley, Joe Samolis was present remotely. Present from the City of New Britain were Directors Mary Marrocco, Don Naples, Rick Healey and Tonilynn Collins was present remotely. Also present were Arthur Simonian – Executive Director, Bill Adkins – Maintenance Manager, Mike Manfre – Operations Manager, Michelle Ryan – District Engineer, Kim Pierpont – Office Supervisor and Edward T. Lynch Jr. – District Counsel was present remotely. Cromwell Director Doug Sienna arrived at 7:02 pm and Cromwell Director Bonnie Anderson joined remotely at 7:07 pm. Berlin Director Jim Fallon joined remotely at 7:02 pm. Middletown Director Dale Aldieri was absent. City of New Britain Director Daniel Salerno was absent. Approval of July 25, 2022 Minutes MOTION: Mr. Sienna moved to approve the minutes of July 25, 2022. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Treasurer's Report MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented. Ms. Collins seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Check Register No Motion Required. Staff Reports MOTION: Mr. Bauer moved to accept the Staff Reports as presented. Mr. Naples seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: The Executive Director was asked to share the Odor sensing reports from Mystic Air. Engineering Committee MOTION: Mr. Sienna moved to approve waiving the bidding process and award the Cone Valve Materials replacement project, in the amount $185,182 to Ross Valve Co., Inc. of Troy NY, since this is in the best interest of the District. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. MOTION: Mr. Sienna moved to approve waiving the bidding process and award the Cone Valve repair project (contract work), in the amount of $57,135 plus $6,000 contingency if necessary, to C. H. Nickerson of Torrington, CT since this is in the best interest of the District. Mrs. Marrocco seconded the motion. MOTION: Mr. Sienna moved to approve waiving the bidding process and award the Detroiter #1 Center Gearbox replacement project, in the amount of $70,389.12 plus $7,000 contingency if necessary, to G. M. H. Associates of Trenton, NJ since this is in the best interest of the District. Mr. Corlis seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Finance Committee No Report, there will be a Finance Committee meeting on August 30th at 5:30 PM. Human Resources Committee No Report, there will be a tentative Human Resources Committee meeting on August 30th at 6:30 PM. Property Management No Report. Public Relations Committee No Report. New Business There will be a ceremony in early September to dedicate naming the entry road in Melissa’s honor. A discussion on Plant flows was held, Art explained that the flows are very low due to the lack of wet weather events, low flows are typical for this time of the year. All Assessment payments have been received as of July 31, 2022. Counsel Report No Report. Communications The Nominating Committee meeting will be held on Monday, September 19th at 6:30 PM.
