THE M ATTABASSETT D ISTRICT - M in utes o f No ve mb er 21, 2 02 2 PUBLIC SPEAKERS None MINUTES OF Monday, November 21, 2022 Roll Call of Members The monthly meeting of the Board of Directors of The Mattabassett District was held on Monday, November 21, 2022 in the Administration Building. Chairman John Dunham called the meeting to order at 7:00 p.m. A roll call was taken and a quorum was present. Present from the Town of Cromwell were Directors Doug Sienna, Bonnie Anderson and Joseph Corlis. Present from the Town of Berlin were Directors Jim Fallon and Liam Mitchell. Present from the City of Middletown were Directors David Bauer, Dale Aldieri and Joe Samolis. Present from the City of New Britain were Directors Mary Marrocco, Tonilynn Collins, Don Naples and Daniel Salerno. Also present were Arthur Simonian – Executive Director, Bill Adkins – Maintenance Manager, Ty Wagner – Operations Manager, Michelle Ryan – District Engineer and Edward T. Lynch Jr. – District Counsel. City of New Britain Director Rick Healey arrived at 7:07 p.m. City of Middletown Director Gerry Daley arrived at 7:03 p.m. Approval of October 17, 2022 Minutes MOTION: Mr. Sienna moved to approve the minutes of October 17, 2022. Mr. Samolis seconded the motion. Discussion RESOLVED: The motion was approved with Ms. Collins and Mrs. Marrocco abstaining. Treasurer's Report MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented. Ms. Collins seconded the motion. Discussion RESOLVED: The motion was approved unanimously Budget Statement MOTION: Mr. Sienna moved to accept the Budget Statement as presented. Mrs. Marrocco seconded the motion. Staff Reports MOTION: Mr. Sienna moved to accept the Staff Reports as presented. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. Executive Director’s Staff Actions: None. Engineering Committee MOTION: Mr. Naples moved to approve construction improvements to the Mattabassett District Railroad crossing using A.J. Belliveau of Newington, CT, in the amount of $95,000, including contingency, if necessary. Mrs. Marrocco seconded the motion. Discussion RESOLVED: The motion was approved unanimously. MOTION: Mr. Sienna moved to approve the November 15, 2022 Engineering report. Ms. Collins seconded the motion. Discussion RESOLVED: The motion was approved unanimously.
