THE MATTABASSETT DISTRICT - Minutes of January 17, 2023
PUBLIC SPEAKERS
Al Waters of 86 South Street in Cromwell attended the meeting to ask if the Board had questions
on the material he provided at the December Board meeting. He also questioned if sludge trucks
that deliver on the weekends are being sampled and tested.
MINUTES OF Tuesday January 17, 2023
Roll Call of Members
The monthly meeting of the Board of Directors of The Mattabassett District was held on Tuesday,
January 17, 2023 in the Administration Building. Chairman John Dunham called the meeting to
order at 7:01 p.m. A roll call was taken and a quorum was present. Present from the Town of
Cromwell were Directors Doug Sienna, Bonnie Anderson and Joseph Corlis. Present from the
Town of Berlin were Directors Jim Fallon and Liam Mitchell. Present from the City of Middletown
were Directors David Bauer, Dale Aldieri, Gerry Daley and Joe Samolis. Present from the City of
New Britain were Directors Mary Marrocco, Tonilynn Collins, Don Naples and Rick Healey. Also
present were Arthur Simonian – Executive Director, Operations Manager – Ty Wagner,
Maintenance Manager – Bill Adkins, District Engineer – Michelle Ryan and District Counsel –
Edward T. Lynch Jr. City of New Britain Director Daniel Salerno was absent.
Approval of December 19, 2022 Minutes
MOTION: Mr. Sienna moved to approve the minutes of December 19, 2022.
Mr. Samolis seconded the motion.
Discussion
RESOLVED: The motion was approved with Rick Healey and Tonilynn Collins
abstaining.
Treasurer's Report
MOTION: Mr. Sienna moved to accept the Treasurer’s Report as presented.
Mrs. Marrocco seconded the motion.
Discussion
RESOLVED: The motion was approved unanimously
Budget Statement
MOTION: Mr. Sienna moved to accept the Budget Statement as presented.
Mrs. Marrocco seconded the motion.

Staff Reports
MOTION: Mr. Sienna moved to accept the Staff Reports as presented.
Ms. Collins seconded the motion.

RESOLVED: The motion was approved unanimously.
Executive Director’s Staff Actions:
1) Art will provide a breakdown report of Decian’s recently major completed projects to the
Board.
2) Art will provide a spreadsheet that outlines dates and times of sludge delivery trucks which
also coincide with an odor complaint.
3) Art will also provide an analysis from the Lab, detailing how many sludge samples are
tested daily, monthly and annually in comparison to how many sludge deliveries we
receive, as well as a few sludge sample data reports for the Board to review.
4) Art will add to the next Engineering Committee meeting agenda to hold a discussion on
odor complaints and the NPDES Permit that is still currently being reviewed by the DEEP,
to ensure the District is prepared for when they respond. The DEEP has notified Art that
the Permit is still under review due to higher priorities than The Mattabassett District.
Engineering Committee
MOTION: Mr. Sienna moved to approve awarding the trunk sewer rehabilitation project
preliminary design, in the amount not to exceed $59,544, to Hazen & Sawyer, of Wethersfield,
CT.
Mrs. Marrocco seconded the motion.
Discussion
RESOLVED: The motion was approved unanimously.
MOTION: Mr. Sienna moved to approve the January 5, 2023, Engineering report.

New Business
Art provided an explanation in regards to Al Waters concern for lack of sludge delivery truck
sample testing. Art ensured that we are a 24/7 operation that follows strict sludge testing
requirements and guidelines.

The meeting adjourned at 8:02 p.m.
