MINUTES OF TUESDAY, FEBRUARY 20, 2024
PUBLIC SPEAKERS
Al Waters: Mr. Waters resides on South St in Cromwell and complained about the chemicals in
the air from The District and how it’s unhealthy to be breathing it in. He wants a response to his
letter to John Dunham within two weeks.
Laura Marks: Ms. Marks resides on River Rd in Cromwell and says the smell is unbearable at
times and smells like something is burning. She is concerned about the well-being of her family
and other residents in Cromwell.
Terry Marks: Mr. Marks resides on River Rd in Cromwell and says he cannot enjoy the perks of
the town for the parks, etc. with this horrible odor.
Michael Shukis: Mr. Shukis resides on South St in Cromwell and says he is tired of the bad odor,
and it is embarrassing trying to have family parties at his house with this smell.
Richard Waters: Mr. Waters resides on South St in Cromwell and says this isn’t fair to have these
chemicals in the air, he’s had 15 skin cancer surgeries and he’s 83 years old. It’s not good for
animals, kids, or wildlife.
John Shukis: Did not speak.
Roll Call of Members
The monthly meeting of the Board of Directors of The Mattabassett District was held on Tuesday,
February 20, 2024, Chairman John Dunham called the meeting to order at 7:00 p.m. A roll call
was taken. Present from the Town of Cromwell were Directors Doug Sienna, Bonnie Anderson,
and Joe Corlis. Present from the Town of Berlin were Directors Jim Fallon and Liam Mitchell.
Present from the City of Middletown were Directors Joe Samolis, David Bauer, and Gerald Daley.
Present from the City of New Britain were Directors Don Naples, Daniel Salerno (arrived at
7:26pm - via zoom), Tonilynn Collins (via zoom) and Rick Healey (via zoom). Also, present was
Attorney Edward T. Lynch Jr. – District Counsel, Bill Adkins – Maintenance Manager, Ty Wagner
– Operations Manager, Michelle Ryan – District Engineer, Executive Director Arthur Simonian,
and Dana Onofrio. Middletown Board member Carl Erlacher was absent and New Britain Board
member Mary Marrocco was absent as well.
Approval of January 16, 2024, Minutes
MOTION: Mr. Mitchell moved to approve the minutes of the January 16, 2024, Board Meeting.
Mr. Naples seconded the motion.

RESOLVED: The motion was approved unanimously.
Treasurer's Report
MOTION: Mr. Sienna moved to approve the Treasurer’s Report as presented.
Ms. Collins seconded the motion.

Budget Statement
MOTION: Mr. Sienna moved to approve the Budget Statement as presented.
Mr. Falon seconded the motion.
Discussion
RESOLVED: The motion was approved unanimously.

MOTION: Mr. Falon moved to approve the Staff Reports as presented.
Mr. Daley seconded the motion.

Executive Director’s Staff Actions:
Change page 28 to reflect % in table and add note to say it differs from page 34.

Mrs. Anderson seconded the motion.
Discussion
RESOLVED: The motion was approved unanimously.
Finance Committee
MOTION: Mr. Sienna moved to approve adopting the Executive Directors proposed 2024-2025
Budget in the amount of $19,857,563.
Mr. Corlis seconded the motion.
Roll call vote was called for and taken:
Yes – Jim Fallon, Liam Mitchell, Doug Siena, Joe Corlis, Don Naples, Bonnie Anderson, Gerald
Daley, Joseph Samolis, Daniel Salerno, Rick Healy, Tonilynn Collins, and John Dunham.
No – David Bauer.

Mr. Dunham mentioned he received another letter from Al Waters today and wanted the letter sent
to all Board Members for their review.

MOTION: Mr. Bauer moved to adjourn the meeting.
RESOLVED: The meeting was adjourned at 8:57 p.m.
The next meeting of the Board of Directors will be held on Monday, March 18th, at 7:00 p.m. in
the Administration Building, 245 Main Street, Cromwell, CT.
