Members Present: Councilman Loffredo, Paul Gionfriddo, Councilman Gennaro, David Bauer, Richard
Pelletier, John Giuliano
Members Absent: Councilwoman Carta, one vacancy (BOE Member), John Giuliano, Farah Scala
Staff Present: Kevin Dion; Director of Facilities, Elisha De Jesus; Director of Athletics, Randall Mel;
Committee Secretary, Joshua Burger, acting committee secretary and Facilities Support Specialist

1. Call to Order:
a. Acting Chair Councilman Loffredo called the meeting to order at 5:04PM
2. Discussion on Keystone Sports Construction Proposals Discussion as reviewed by
SLR Consulting:
a. As of March 29th, 2023; SLR Consulting received two turf testing reports from
the Middletown Board of Education for Middletown High School’s Turf and
Track including the GMAX testing
b. SLR Recommendations: In review of the GMAX testing of the field conducted by
Keystone Sports Construction. The field requires immediate remediation and
closed from further use until a satisfactory test result can be achieved
i. Based on the review of the reports, SLR recommends that Middletown
Board of Education close the field and accept the proposal from Keystone
Sports Construction for Remediation, followed by re-testing of the field’s
hardness as soon as possible
ii. Motion to accept SLR’s recommendation for the Board of Education of
Middletown to close the field and accept the remediation proposal from
April 4th, 2023

Keystone Sports Construction Supply & Install up to 44k pounds of infill,
deep cleaning, decompaction, GMAX $31,632.77
1. Motion: Councilman Loffredo
2. Second: David Bauer
3. Discussion: Councilman Gennaro agrees with the recommendation
from SLR. Comments from Director Dion and Director DeJesus
4. Vote: Unanimously voted to approve SLR’s recommendation for
the Board of Education of Middletown to close the field and accept
the remdiation proposal from Keystone Sports Construction
Supply & Install up to 44k pounds of infill, deep cleaning,
decompaction, GMAX $31,632.77
3. Adjournment:
a. Motion to adjourn the meeting: Councilman Gennaro
