Motion to approve the minutes from the May 18th, 2023 Regular Meeting i. Motion: David Bauer ii. Second: Councilman Gennaro iii. Call to vote: Unanimously voted to approve the minutes  June 17th, 2023 Page 2 5. Discussion and Review of the time card of the committee secretary from 5/18/2023-6/14/2023 a. Update and Discussion on the Farm Hill Roof Building Project: a. Paul Jorgensen provided a brief update on the Farm Hill Roof Project. Some punch list items remain b. Application for P/V grant panels will be submitted by the BOE before July 10th i. Appropriation approvals needed for the Farm Hill P/V panels which information will be sent to the City Council by the BOE representatives 7. Update and Discussion on the Snow School Roof Building Project a. All resolutions passed by the City Common Council b. Application will be submitted to the state for the grant for the Snow Roof and P/V panel project c. The Council will work with the BOE to create proper line items for the Snow and Farm Hill projects 8. Update and Discussion with SLR Environmental Consulting on the MHS Turf and Track Project a. Kevin Fuselier from SLR Environmental Consulting presented to the committee on the options of natural grass and synthetic turf for the Middletown High School Field. A copy of the presentation will be available with the public documents for this meeting i. Natural Grass Summary: Total cost roughly $2,120,000 for demolition, removal and set up of natural grass field with a projected cost of $30,000 for annual maintenance. Natural grass fields can only be used for up to 20 hours per week, with no more than 4 consecutive days and needs a minimum of two days of rest. Additional rest is needed after rain or other precipitation ii. Turf (synthetic) Summary: $1,320,000. Proposed that the City/BOE save $45,000 per year towards future replacement after 12 years of use. SLR will also provide quotes for the PA system and the Scoreboard b. Motion for SLR Environmental Consulting to design an official proposal with the Board of Education and the City for replacing the field with a synthetic turf renovation: i. Motion: Councilman Loffredo ii. Second: Councilman Gennaro iii. Discussion and Review of the SLR Invoice for invoice number 000000184762 for Phase I - Site Investigation, Survey, Design Documents & Bidding for a total of $12,650.00 a. Discussion and Review of the SLR Invoice for invoice number 000000185992 for additional Phase I - Site Investigation, Survey, Design Documents & Bidding for a total of $3,850.00 a.
