MINUTES
A Regular Meeting of the Parking Advisory Committee of the City of Middletown was held on Tuesday, May 14 th 2024 at
5:00 PM. This meeting was a hybrid meeting with in-person participation in Room #208 of the Municipal Building and
remote access via WebEx.
Members in attendance –Pamela Steele, Carrie Carella, Trevor Davis, Dominick DeMartino, Councilwoman Leslie
Spatola
Staff in attendance – Christine Marques, Brian Gartner, Roger Beliveau, Michael Fullam
1. Call to Order – Chairwoman Steele called the meeting to order at 5:04pm.
2. Approval of Minutes – Motion by Trevor Davis, seconded by Councilwoman Spatola to APPROVE the minutes of
the April 9th 2024 meeting, passed unanimously.

1. Parking study – (Revision dated December 7th 2023) – No substantive update. Standing agenda item
until the report is finalized and provided to the committee for their review and approval.
2. Parking department costs – Standing agenda item. Staff previously provided income versus
expenses for the previous fiscal year, and for the current fiscal year to date. Discussion ensues about
vendor rates, and current contractual obligations.
3. Parking fee/permits proposal – Discussion ensues about the current rates, proposed rates, permit
costs, hours of enforcement, and the need for employees to park in off street lots. (See page #2)
4. City event parking amnesty – The committee agrees to close out this item after discussion as it is
handled internally by City staff.
5. Repair of parking signs and other immediate needs – City staff is currently working with VHB to
identify locations for “P” (parking) signs for the purposes of wayfinding.
6. Update on New Garage – Director Marques provides an update. The first information intake meeting
has taken place between VHB, Structural Engineer, Architect, Police Department and City Staff.
Progress continues to be made.
7. Proposed Lease for additional city parking at St. John’s Square (MAP/LOT, 20/0114). – Staff informs
the committee that St. John’s has decided not to move forward with the proposed lease at this time.
6. Adjournment - Motion to adjourn is made by Carrie Carella, seconded by Dominick DeMartino, passed
unanimously.
