Minutes of the Planning & Zoning Commission Regular Meeting – March 14, 2018 Page 1 REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION MIDDLETOWN CONNECTICUT MARCH 14, 2018 1. Pledge of Allegiance Chairman Devoto called the meeting to order at 7:00 PM with the Pledge of Allegiance 2. Roll Taking Present: Commissioner Stephen Devoto Commissioner Joyce Rossiter Commissioner Richard Pelletier Commissioner Molly Salafia Commissioner Elizabeth Emery Commissioner Steven Kovach – seated for Commissioner Fazzino Commissioner Thom Pattavina - seated for Commissioner Brown Commissioner Christopher Sugar Absent: Commissioner Nicholas Fazzino Commissioner Tyrell Brown Staff: Joseph Samolis, Director of Planning, Conservation and Development Public: 1 member of public 3. Items removed from the agenda and why Director Samolis stated that he would like to remove Item # 6.2 as his presentation was not ready. 4. Public comment on items on agenda which are not currently scheduled for a public hearing None 5. ZEO Certification that all public hearing signs have been properly noticed (when scheduled) Director Samolis stated that all public hearing signs have been noticed when required. 6. Public Hearings (when scheduled) 1 Minutes of the Planning & Zoning Commission Regular Meeting – March 14, 2018 Page 2 1. Public hearing and workshop for the Newfield Street (NPC) Zoning Regulations. Applicant/agent City of Middletown PCD Dept. Z2018-04 Director Samolis asked to waive Roberts Rules and allow for public discourse to happen as he goes through his presentation. A motion was made by Commissioner Pelletier. The Chair called for the vote. It was approved unanimously. Director Samolis gave a brief description of Newfield Street. He stated that the City has received numerous complaints about the continuity, the traffic, the look and appeal of the zoning along Newfield Street. He would like to show a presentation just to show what we have in place and what the Commission has discussed in the past 2+ years. Because the monitors could not pick up the presentation, Mr. Samolis said that he would like to start a discussion with the public and the Commission. He explained that there are many zones on Newfield Street …. R-15, M, PRD which are residential, ID is an industrial zone, and NPC which is Newfield Planned Retail Business Commercial. The core of Newfield Street is residential.  Peter Fell of Newfield Street stated that his main concern is traffic.  Commissioner Emery stated that if people had access for walking and/or a bicycle route that might cut the traffic. Director Samolis said that he is looking into this and has spoken to Engineering about funding. He would like to connect Tuttle Road to the downtown. He may even be able to used CDBG money. Commissioner Pelletier moved to continue the public hearing to the next meeting. Commissioner Emery seconded the motion. The Chair called for the vote. It was unanimous to continue the public hearing. 2. Public hearing and workshop regarding Section 40 of the Zoning Regulations for review of the parking requirements. Applicant/agent City of Middletown PCD Dept. Z2018-5 This item has been tabled. 7. Old Business None 8. New Business 1. Request for a Special Exception with regard to Section 61.02.17 to change use from an Auto Repair to Auto Sales for new and used cars at 455 Middlefield Street and a request for a waiver for a site plan. Applicant/agent Royalty Transportation Services SE2018-2 A motion was made and seconded to schedule a public hearing for March 28, 2017 by Commissioners Rossiter and Salafia. Public comment on topics which are not or have not been the subject of a public hearing None 10. Minutes of the Regular Meeting, Transcripts, Staff Reports and Commission Affairs 1. Minutes of February 28, 2018 A motion was made by Commissioner Pelletier to approve the minutes of the 2/28/18 Regular Meeting. Commissioner Emery seconded the motion. The chair called for a vote. Motion was approved with 6 aye votes, no nay votes and 1 abstention. 2. Other Commission Affairs a. River-Cog Report There was no meeting, so there is no report. 11.
