` REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION MIDDLETOWN CONNECTICUT FEBRUARY 24, 2021 The Regular Meeting of the Planning and Zoning Commission of the City of Middletown was held remotely via WebEx. 1. Roll Taking The Chair called the meeting to order at 7:06 PM Present: Commissioner Stephen Devoto Commissioner Nicholas Fazzino Commissioner Richard Pelletier Commissioner Thom Pattavina Commissioner Marcus Fazzino Commissioner Catherine Johnson Commissioner James O'Connell Commissioner Kellin Atherton (not seated) Commissioner Shanay Fulton (not seated) Absent: Commissioner Quatina Frazer Staff: Marek Kozikowski, AICP, City Planner 2. Items removed from the agenda and why None 3. Public comment on items on agenda which are not currently scheduled for a public hearing None 4. ZEO Certification that all public hearing signs have been properly noticed (when scheduled) There are no public hearings scheduled for tonight. 5. Public Hearings (when scheduled) None 6. Old Business None 7. New Business 1. Request for a favorable G.S. 8-24 review for an easement for sidewalks and traffic control on property located at 400 East Main Street. Applicant/Agent City of Middletown / Public Works Dept. G.S. 8-24 2021-4 Chris Holden, Deputy Director of Public Works described the request using an easement map of the project. This project from East Main Street to Tryon Street is funded by the State through the local Transportation Program (LOCIP). This will give the public easier access to the shopping plaza. They will also be adding bike lanes. Commissioner Pattavina moves to grant a favorable G.S. 8-24. Commissioner Pelletier seconds the motion. The chair calls for the vote. It is unanimous to approve with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 2. Request for a favorable G.S, 8-24 review for the acquisition property locate at 27, 35, and 41 Eastern Drive and map-lot 41-0001 River Road and 225 River Road for future riverfront development. Applicant/Agent City of Middletown / PCD Dept. G.S. 8-24 2021-3 Marek Kozikowski introduced the application. This site was formerly the Jackson Corrugated Company and is next to Meadow Meat. The City is looking to acquire this property to have control over this area for the Master Plan. Funding would be from the $55 million bond which was recently approved by referendum. A discussion regarding the Meadow Meat property continued. Commissioner N. Fazzino moves to grant a favorable G.S. 8-24. Commissioner Pattavina seconds the motion. The chair calls for the vote. It is unanimous to approve with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 3. Request for a favorable G.S. 8-24 review for a sewer line easement on property located at map-lot 48-0005 and 654 Bartholomew Road in favor of the City. Applicant/Agent City of Middletown / Water/Sewer Dept. G.S. 8-24 2021-5 Marek explained the application showing the location of the easement. Commissioner Marcus Fazzino moves to grant a favorable G.S. 8-24. Commissioner Nicholas Fazzino seconds the motion. The chair calls for the vote. It is unanimous to approve with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 4. Schedule public hearing for a petition for a zoning map amendment to change the zone from R-15 to B-2 for the property located at 796 Saybrook Road. Applicant/agent Rino Mozzicato Z2021-1 Commissioner Pattavina moves to schedule a public hearing on March 10, 2021. Commissioner Pelletier seconds the motion. The chair calls for the vote. It is unanimous to schedule a public hearing with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 5. Schedule public hearing for the re-adoption of the Middletown Zoning Map. Proponent City of Middletown, PCD Dept. Z2021-2 Commissioner Johnson moves to schedule a public hearing on March 10, 2021. Commissioner Pelletier seconds the motion. The chair calls for the vote. It is unanimous to schedule a public hearing with 7 aye votes. The chair states the matter passes unanimously with 7 affirmative votes. 8. Public comment on topics which are not or have not been the subject of a public hearing None 9. Minutes of the Regular Meeting, Transcripts, Staff Reports and Commission Affairs a. Minutes of the February 10, 2021 Regular Meeting Commissioner O’Connell moves to approve the minutes of 2/10/21. Commissioner Pattavina seconds the motion. The chair calls for the vote. It is approved with 6 aye votes and one abstention by Commissioner M. Fazzino. The chair states the matter passes. b. River-Cog Report Commissioner Atherton gave a breakdown of the meeting and said that the item mostly discussed was a proposal for a development for a proposed industrial use in Colchester. Although Colchester is not a member of RiverCog, East Hamden and East Haddam would most likely be impacted. The proposal is for an agriculture/industrial facility. There was concern that the use of the facility could be potentially used for a production of marijuana. c. Staff Reports Marek said that Staff is looking to hire a consultant to produce a regional housing plan with the intent of having appendices or annexes for each of the number of towns and hopefully be crafted in a way that it can serve as Middletown’s Housing Plan. d. Commission Affairs None 10. Adjournment Commissioner Fazzino moves for adjournment. Commissioner Pattavina seconds the motion. The chair calls for the vote.
