Public Safety Commission FIRE DEPARTMENT October 17, 2022 Mile Lane Facility – 499 Mile Lane -----------Meeting Minutes---------- 1. CALL TO ORDER Commissioner Ford called the meeting to order at 6:54 p.m. 2. ATTENDANCE MEMBERS PRESENT: Commissioner Darnell Ford Commissioner Anthony Mangiafico Commissioner Linda Salafia MEMBERS ABSENT: Commissioner Meghan Carta Commissioner Phil Pessina STAFF PRESENT: Fire Chief Jay Woron 3. MINUTES OF PREVIOUS MEETING Commissioner Ford asked for a motion to approve the minutes from September 19, 2022, Commissioner Mangiafico so moved, Commissioner Salafia seconded, and all voted in favor to accept the meeting minutes as presented. 4. PUBLIC HEARING 5. CORRESPONDENCE 6. MONTHLY REPORT  Chief Woron gave the monthly report: o 360 emergency calls for the month – up by 54 calls  Most of the call increase is due to Wesleyan University being back in session  Mutual aid fire in Portland  Kleen Energy fire event  Middletown Fire ran the fire until South Fire Chief Trzaski arrived on scene  Oil leak from turbine contaminated hoses, boots, and protective clothing pants – pants being shipped out to a specialized cleaner & if Page 1 of 3  they don’t properly clean Kleen Energy will cover their replacement. Contaminated hoses to be replaced by Kleen Energy as well  Small fire on Newfield Street  Multiple overdoes within the city  Fire by Ct. Rental Center in the tunnel under the highway – full of garbage that was burning o Events:  Many from Middletown Fire attended the Tip-A-Cop fundraiser @ Sicily  Firing Range Committee moving along  Attended the Amistad dinner & festival  Cancer awareness duck decorated in fire department apparel and on display  Served on the oral panel in East Haven  Attended Deputy Chief Jacobs last day @ South Fire District  Performance eval with Mayor Florsheim was had & went well  Will be attending Middlefield Fire’s awards & achievement dinner this upcoming weekend o Training:  Finished high angle rope rescue  Going into annual trench rescue refresher training  Two day officer development training done  Two days of Fires in Hoarding buildings training done for the entire department  Live Burn training being done this week for all four shifts @ the New Haven training facility  Acquired structures to train in three Wesleyan buildings on Lawn Avenue and one on Newfield Street which just had a building fire 7. OLD BUSINESS o Overtime  Typically where it should be  One FMLA is back, one firefighter going out on FMLA for minor back surgery, the one military deployment is not yet back – should be back by month’s end, and one Lieutenant vacancy exists but to be filled soon o EMS calls:  986 city wide medicals – seven were mutual aid  The October 6th Middlesex Health hearing has been postponed to the second week in November  Hartford Healthcare/Hunter’s Ambulance put in a petition for another ambulance in the city for transport – this has to be open for comments  Chief Woron stated that he will by testifying on behalf of the Middletown Fire Department at the hearing about what the impact of getting the ten ambulances will be o Active Violence Training  Training completed  Still need about $70,000.00 for equipment – looking at funding options o Entry Level firefighter exam  Date set for November – recruitment sessions at various locations being held o Promotional testing for Battalion Chief & Lieutenant currently taking place  Oral panels coming up within two weeks  One Lieutenant vacancy exists at this time o RedNMX software update: Public Safety Meeting – October 17, 2022 minutes Page 2 of 3   implementation continues & is going well – huge improvement over what was had o Staff vehicles  New electric vehicles still on schedule  Six chargers are being ordered & Everett Electric hired to do the wiring o Quint fire apparatus  Moving along in production  Signed off on all lettering, graphing, & paint colors o Overhead doors for headquarters  4-5 months out due to chain supply issues  Going with aluminum doors with vinyl exterior to look antique o Ramp at Cross Street firehouse  Deteriorating badly  Met with Chris Holden of Public Works – they will be pouring a new ramp o For the month of October the department is wearing breast cancer tshirts & sweatshirts o Military Shirts  Link now available for public purchase  Charity has raised close to $400 already & will run for one year with the charity proceeds going to Tunnel to Towers and another military group that works with victims of PTSD  This week Tunnel to Towers paid off the mortgage of the Bristol police officer killed in the line of duty last week who happens to be a Middletown resident 8. NEW BUSINESS  The annual Fallen Firefighter Ceremony to be held on November 1st @ the Cross Street station at 6 p.m. 9. Other Matters Not on the Agenda:  Commissioner Ford asked about safety concerns for the public with regards to Kleen Energy and a discussion was had about the event. The South Fire District Fire Marshal is working with Kleen Energy to try & identify what is happening as this is the third turbine fire 10. Public Hearing Reopened – Other Matters 11. Monthly Summary of Action Taken by the Telecommunications Committee  AT&T still working with the Siting Council trying to get the second tower  Dispatch currently has five vacancies 12.
