1. CALL TO ORDER
Commissioner Ford called the meeting to order at 6:30 p.m.
2. ATTENDANCE
MEMBERS PRESENT:

Commissioner Anthony Mangiafico

3. MINUTES OF PREVIOUS MEETING
Commissioner Ford entertained a motion to approve the minutes from May 20, 2024, Commissioner
Salafia so moved, Commissioner Gennaro seconded, and all voted in favor to accept the meeting minutes
as presented.

Thank you card received from the Chamber for all the hard work done by the Middletown Fire
Department for Pride Fest
6. MONTHLY REPORT
Deputy Chief Albert gave the monthly report:
o 314 emergency calls
o Fire Activity:
Two fires on Mother’s Day
Cromwell & East Street
Peppermill fire

Dive incident on the bridge
Deputy Chief Albert commended Police Chief Costa and the police
department staff and further stated that he appreciates their working
relationship
o Events for May:
Fireworks planning meeting
Salvation Army reps visited fire headquarters for introduction
Attended Recruit Graduation
Wesleyan University Graduation held
Westfield Fire parade on Memorial Day – included a Middletown Fire truck
PrideFest pre-planning meetings held
Swearing In Ceremony held
Fire negotiation meetings held – almost complete
Conducted two personnel reviews (Administrative Assistant &
Administrative Secretary)
Pride parade held
Diversity training attended
Participated in Mayor for the Day
Juneteenth preplanning meetings held
Firing Range Committee meeting attended
Cruise Night
Attended Economic Community Development meeting
Middletown High School graduation held
o Training:
Confined space training
Hosted Trench class
Building walkthroughs continued
Dive & marine training done
Monthly drone training
Annual active violence review
Annual department trench training refresher done
7. OLD BUSINESS
o Overtime
Fill overtime still somewhat steady – two new recruits now online, starting to
get under control
Currently have one long term FMLA
o Block Grant Discussions being held:
New fire apparatus
Engine 3 has been out of service for about one month and up to $10,000 in
repair costs
o City wide EMS:
751 calls with one mutual aid ambulance
8. NEW BUSINESS
o Issues & needs of both firehouses (water leaks, mold, etc)
o Trying to get funding through Urban Act Grant
Need feasibility study in place – spoke with the Mayor and Rep. Lessor,
both on board

Next phase – architect to work on plans and then go through the
application process
o ARPA project at fire headquarters:
o Should be going out to bid any day now
o Fire Code Ordinance:
o Excessive fire alarm abuse occurring
o Starting to get to the point of enforcement
o CNR
o Resolution to itemize on agenda – approval need the this Commission

11. Monthly Summary of Action Taken by the Telecommunications Committee
o Current staffing down to 16 as of May 5
o Conditional offer pending for dispatcher trainee
o Applications close on June 5 for certified dispatchers
o June Activity is 6,210 incidents, total 911 calls were 2,235 and 7,894 Administrative calls
12. ADJOURNMENT
Commissioner Ford entertained a motion to adjourn, Commissioner Salafia so moved,
Commissioner Gennaro seconded, and the meeting was adjourned at 6:46 p.m.
