1. CALL TO ORDER
Commissioner Ford called the meeting to order at 6:31 p.m.
2. ATTENDANCE
MEMBERS PRESENT:
Commissioner Darnell Ford
Commissioner Anthony Mangiafico
Commissioner Tony Gennaro
Commissioner Linda Salafia
MEMBERS ABSENT:
Commissioner Kelly Sweeney

Deputy Fire Chief Dave Albert
3. MINUTES OF PREVIOUS MEETING
Commissioner Ford entertained a motion to approve the minutes from September 16, 2024,
Commissioner Gennaro so moved, Commissioner Salafia seconded, and all voted to accept the minutes as
presented.

Wesleyan University dinner invite
6. MONTHLY REPORT
Deputy Chief Albert gave the monthly report:
o 364 calls for the month
o Slow month for significant calls
Small fire last night – Yellow Wood
Small structure fire at Uhaul
Wadsworth pond – man sunk over waist deep in quick sand
Few mutual aid calls for assistance – nothing significant

o Events:
Attended all required monthly meetings
Council workshop meeting on contract held
Involved & assisting with Middletown Police PAL boxing program
Met with Draeger representative regarding training building – site visit in
Pennsylvania upcoming to view their training building which is an exact
replica of Middletown Fire’s needs
Meetings held with the Mayor, Chief of Staff, and city attorneys regarding a
possible location of a third fire station
Met with area fire departments and the Police as a pre-meeting for the active
shooter drill
Met with ISO representative – all submitted
Meeting held with Smeal representative – new fire engine
Downtown Trick-or-Treat held on Main Street – fire headquarters
participated
Food panty at Middletown High School participation
o Training:
Concluded dive training
Drone training conducted
Company level training done
Active Shooter – two day drill held at Mile Lane
All three fire departments have never done a training together which
included the police department – history was made with this training
and looking to continue this
Four days of technical rescue training done last week at Middlesex Mutual
Parking garage
ISO 300 done for department officers and city leaders
CPR training done for City Hall
Two members of the department attended a grant class
Grand Street – training to be done before building demolition takes place
Peer support brought in for entire department – well received
7. OLD BUSINESS
o Overtime
Fill OT slowing down
One member was deployed down south for the last three weeks for
hurricane recovery – currently back home with his family
o Apparatus updates:
New Engine 3 – specs received & a couple of changes are being made
Came in under $1M with a 2 ½ year build time
Old Engine 3 – out for repair again
o $23,000 so far in repairs this year
o HQ ARPA project update:
Signing contract to award bid – local company from Middletown - looking to
start mid-November
o Feasibility study for Station 2
on hold until after the election to know the fate of the dispatch center
o Training building update:
Final price is $650,000.00 minus site work
Currently have $375,000.00 in ARPA funds
Will need to decide how to pay the remainder
Heading to Pennsylvania next week to view a training building there

o Fire code ordinance
No issues
o City Wide EMS:
936 EMS calls with one mutual aid ambulance
8. NEW BUSINESS
o Joint Active Violence Training
o Large scale event to be done in April
o Updates will follow – Commission will be invited to observe
o 3rd Fire Station
o Meetings have been held this month
o Property/location: Old Newfield Rest Home property
Offer has been made & was accepted
o Radio Changes:
o Dispatch made some changes – trial became effective today
o Liberty Bank grant
o $1600 received for Matterport Software to be used for fire investigations
o Recruitment Committee
o Committee to be put together within the department

11. Monthly Summary of Action Taken by the Telecommunications Committee
o Staffing currently at 16 with offers pending
o Activity for August was approximately 7,025 incidents with 2,298 9-1-1 calls, and 7,764
administrative calls
12. ADJOURNMENT
Commissioner Ford entertained a motion to adjourn, Commissioner Mangiafico so
moved, Commissioner Salafia seconded, and the meeting was adjourned at 6:52 p.m.
