Public Safety Commission FIRE DEPARTMENT March 24, 2025 **Hybrid** Council Chambers -----------Meeting Minutes---------- 1. CALL TO ORDER Commissioner Ford called the meeting to order at 7:16 p.m. 2. ATTENDANCE MEMBERS PRESENT: Commissioner Darnell Ford Commissioner Anthony Mangiafico Commissioner Tony Gennaro Commissioner Linda Salafia MEMBERS ABSENT: Commissioner Kelly Sweeney STAFF PRESENT: Fire Chief Dave Albert Police Chief Erik Costa Emergency Management Director Robert Kronenberger 3. MINUTES OF PREVIOUS MEETING Commissioner Ford motioned for approval of the minutes from February 24, 2025. All voted to accept the minutes as presented. 4. PUBLIC HEARING 5. CORRESPONDENCE  Berlin Tech Rescue Request 6. MONTHLY REPORT  Chief Albert gave the monthly report: o 326 calls for the month o Significant calls included:  Dive call o Responded to East Haddam o Responded to Meriden a few times including a structure fire o Responded mutual aid to South Fire District 3-4 times to cover medicals Page 1 of 4  Events:  Attended all required monthly meetings  Directors meeting  Common Council  CIF Grant Meeting with Middlesex  Public Safety Dock meeting held  Finance & Government meeting  Budget submitted  Meeting with new Risk Manager  Attended Hartford Marathon planning meeting  CIF and bond meeting held for Station 2  Met with Wesleyan to assist with equipment needs  Meeting held with Landmark Architects on Station 2 designs  Submitted CBDG grant for AC at Station 2  Captain expectations meeting held  Lieutenant interviews conducted  Covered Westfield Fire for their banquet night  Floor testing done at fire headquarters  Acting Assistant Fire Chief put in place  City Hall training done o Training/Monthly EMS:  Acquired structure on Newfield Street – multiple weeks of training done:  Search & rescue  Ventilation  Hose deployments  Two deliveries of 2-day Elevator Class  Annual department ice dive training done  Initial ice dive course for ten members held  Sgt. Terrible from Middletown Police – 4 day Active Violence Training  Company level training & building walkthroughs 7. OLD BUSINESS o Overtime  Picking up & expecting it to get busier  (1) light duty long term  (2) military deployment upcoming  (1) comp. injury – long term  (2) upcoming FMLA’s  Vacancy in a Lieutenant spot due to an Acting Assistant Chief o Eventually there will be a vacant firefighter position o Another vacancy will exist in July due to the Fire Marshal retirement o Alarms vacancy will occur in the fall due to retirement  Will be almost at minimum every shift  Chief Albert reported that it was a very busy month for Mutual Aid for the special call line o Apparatus updates:  All apparatus back in service  Future purchasing plan Public Safety Meeting – March 24, 2025 minutes Page 2 of 4 o HQ Renovation Project:  Ribbon cutting ceremony date will be sent out to all  Department photo to be done o Cross Street:  Concept design plans in the works  Looking for bond to accomplish the following: o Remove leaking oil tank (had to do emergency above ground) o Tap building into natural gas o Lower roof repairs o Interior renovations upgrades o AC system (Grant) o Storage building o Training Building:  Nothing new to report – not looking promising o Newfield Street property:  Existing building getting demolished next month  CIF grant o City Wide EMS:  834 EMS calls with 1 mutual aid ambulance 8. NEW BUSINESS o Entry level firefighter o Should be posted this week o Assistant Chief o Posted today o New records management system Emergency Management: o Director Robert Kronenberger spoke to the Commission regarding a LoCip request for the repair of the heating system at 675 Randolph Road. All voted in favor to move this forward. 9. Other Matters Not on the Agenda: 10. Public Hearing Reopened – Other Matters Public Safety Meeting – March 24, 2025 minutes Page 3 of 4 11. Monthly Summary of Action Taken by the Telecommunications Committee o Currently staffed at 18 dispatchers o 6,286 incidents with a total of 1,949 9-1-1 calls 12.
