PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Portland MONDAY, March 5, 2018 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Susan Bransfield (PFD) Commissioner Carl Chisem (MFD) Members Absent Commissioner Ed Creem (SFD) Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Acting Deputy Director of Central Communications Chief Robert Kronenberger – Middletown Fire Deputy Chief Al Leary – Middletown Fire Lt. Desena – Middletown Police Department Chief Mike Howley – South Fire District Jim Santacroce – Middlesex Hospital Bill McGovern – Hunters Ambulance Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:02 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew entertained a motion to accept the minutes from the previous meeting held. Commissioner Bransfield so moved, Commissioner Chisem seconded, and all voted in favor. PUBLIC HEARING o None March 5, 2018 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report: o Monthly call statistics were handed out: o On average for the month o Middlesex Hospital incident:  Lot of work went into the hospital incident  Took less than ten 911 calls in rapid succession – most of the work done was supporting the first responders at the scene  Director Bartolotta stated that dispatchers did an excellent job o Hotwash to be held tomorrow to review some of the aspects more in detail  Fire Chief Kronenberger publicly thanked Director Bartolotta & the dispatch staff for all they did during the event – he stated that communications were immaculate, that they received what they needed, and that they were receptive to whatever was needed and that they should be commended o Mr. Santacroce stated that from the hospital stand point they echoed the same o Commissioner Chisem stated that on behalf of the council a great job was done by all o Radio project update: o Continuing to work with Motorola o Tower up at Mile Lane o Cimarron Road site – work needed to be done prior to starting, concrete site work in process and just about complete o Partnership with Verizon is still good – waiting for them to get approval from the citing council for their equipment which will be what reinforces our tower at no cost to the city o SBA site – starting to install electronics & antenna o Middle Haddam – construction to start soon o Preston Avenue & Saybrook Road – still at the same point o Portland High School  Commissioner Bransfield stated that they started work  Contract under second review & hopes to have something in a week or two o Agreement to make sure that all issues are covered and everyone knows who is responsible for what March 5, 2018 minutes o Staffing update: o Bob Grauer was introduced as Acting Deputy Director  Council approval is pending o Staffing is at 16  New conditional offer out to a Trainee o Chief Kronenberger asked about the time frame for the system going on line and Director Bartolotta stated around Thanksgiving – he will be able to give a better update next month o Also stated was the possibility of putting repeaters system in the hospital, that there was zero communications coming out of the building with regards to the hospital incident o Director Bartolotta stated that this should be discussed in advance and talked about once again during testing o Lt. Desena stated that the high school continues to be a problem for police communications and that it has gotten worse o Director Bartolotta asked for a list of areas that are a problem so he can have Utility check on o The school will be better on the new system OLD BUSINESS o None NEW BUSINESS o None ADJOURNMENT  Chairman Andrew made a motion for adjournment, Commissioner Bransfield moved the motion, and the meeting was adjourned at 11:16 a.m. Submitted, Lori Ruffino Recording Secretary Next meeting to be held on April 2, 2018 in Middletown
