Desena – Middletown Police Department Chief Mike Howley – South Fire District Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:01 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew entertained a motion to accept the minutes from the previous meeting held in March. Commissioner Bransfield so moved, Commissioner Chisem seconded, and all voted in favor. Commissioner Creem abstained from voting as he was not in attendance of the last meeting. PUBLIC HEARING o None  May 7, 2018 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report: o Monthly call statistics were handed out: o Nothing unusual to report for the month o EMD percentage for February was 96%, March 96.78, April 95.49, and a fiscal year average of 95.98% o Continuing with the Motorola project  Verizon/Cross Street has passed the siting council o Working on reinforcement for the tower, went out to bid o Ready for Eversource to start the work for power  Cimarron Road – continuing with construction at the water tank and should be done by end of June  Mile Lane – waiting for antennas and lines, should have power by this week  SBA/Long Hill - just waiting for antennas and lines  Middle Haddam – propane tank delivered last week, will be doing setup for the generator as well as the antennas and lines  Preston Avenue – contract issue with them & concerns with tower space – we need to change to shorter antennas in order for them to accommodate us – in process currently  Portland High School – waiting on antennas and lines o Started new trainee last week (employee #17), a conditional offer is out for a new dispatcher (employee #18) – full staff is 21, proceeding along o Aircraft Road site – waiting to hear back from Eversource  Going to lease the city property to put a tower up (2nd tower) OLD BUSINESS o None NEW BUSINESS o Agreement with the State to use the Rocky Hill Veterans water tank o Serves two purposes:  Site on Preston Avenue – signal needs to get back so everyone can hear it – opting to microwave as opposed to fiber  May 7, 2018 minutes Can tie into the state infrastructure – able to use state assets for everyday use  Agreement has gone before Finance & Government and before the Office of the General Council and with no problem  Director Bartolotta was looking for support of this agreement from the Telecommunications Commission  Chairman Andrew made a motion to approve the agreement, Commissioner Creem seconded, and all voted in favor. o Agreement between the City & Crown Castle - cell site on Saybrook/Aircraft Road  Annual cost is $24,000.00 with a $1000 service fee to inspect after completion  Additional needed coverage will be provided for that area  Agreement has gone before Finance & Government, the Office of the General Council, and will appear on the agenda for the Common Council meeting this evening  Chairman Andrew made a motion to approve the agreement, Commissioner Creem moved the motion, Commissioner Chisem seconded, and all voted in favor.
