PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Middletown MONDAY, October 1, 2018 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Carl Chisem (MFD) Commissioner Dave Darling (SFD) Members Absent Commissioner Susan Bransfield (PFD) Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Chief Robert Kronenberger – Middletown Fire Deputy Chief Al Leary – Middletown Fire Lt. Desena – Middletown Police Department Don Gouin - Portland Emergency Management Director Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:02 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew asked for a motion to accept the minutes from the previous meeting held on September 10. The motion so moved, Commissioner Darling seconded, and all voted in favor. PUBLIC HEARING o None October 1, 2018 minutes CORRESPONDENCE o None MONTHLY REPORT o Chief Kronenberger wanted to wish Recording Secretary Lori Ruffino a happy birthday noting that it is a benchmark birthday – others extended a happy birthday as well o Director Bartolotta gave the monthly report: o Monthly call statistics were handed out: o September remained same across the board – July a busier than normal o EMD - 95.33% for September o Radio project: o Continuing calls & visits with Motorola o Verizon completed reinforcement – several microwaves to be put up to connect some of the shelters and equipment that is already in place o Most of the sites ready to go – just doing RF work (making connections) o Aircraft Road – soil sampling done & awaiting results o Portland High School – had water issue and working on fix o Preston Road – received okay to proceed – key site as it will link up to state police in Rocky Hill o Saybrook Road – fiber ready to go by the end of the month o New Fed Ex building: o Hired an engineer to come in to determine if police & fire would be able to talk in and out of the building o Estimate $130,000.00 to make work – Fed Ex wants to make it right and is working on this o Staffing: o Currently at 18 – two are in training - one should be ready by the end of the month o Still down three dispatchers o Overtime still high o Trainee posting closed last week – about 30 applicants o New testing process in place & job description changed October 1, 2018 minutes OLD BUSINESS o None NEW BUSINESS o None ADJOURNMENT  Chairman Andrew made a motion for adjournment, Commissioner Darling moved the motion, and the meeting was adjourned at 11:14 a.m. Submitted, Lori Ruffino Recording Secretary Next meeting to be held on November 5, 2018 in Portland
