PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Portland MONDAY, November 5, 2018 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Susan Bransfield (PFD) Commissioner Dave Darling (SFD) Members Absent Commissioner Carl Chisem (MFD) Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Chief Robert Kronenberger – Middletown Fire Chief Mike Howley – South Fire District Lt. Desena – Middletown Police Department Sgt. Scott Cunningham – Portland Police Department Erik Larson – Hunters Ambulance Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:02 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew asked for a motion to accept the minutes from the previous meeting held on October 1. Commissioner Darling moved to accept them as presented, motion was seconded, and all voted in favor. PUBLIC HEARING o None October 1, 2018 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report: o Monthly call statistics were handed out: o October was a little busier than last couple of months but nothing unusual to report o EMD% was 95.42 – right on average o Radio work is continuing: o Weekly discussions with Motorola continue o Motorola engineers at various times during the work starting to turn on the sites o Two sites still under construction o Preston Avenue – should be done by end of the month o Other locations have site work complete o Verizon had done their work at the Cross Street station – antenna work should be starting before Thanksgiving on the tower o Payments have been received for that site for the last couple of months o Aircraft Road site – construction drawings done – will have better timeline next month o Rocky Hill Veterans Home – microwave up and installed o Installations should probably start after Thanksgiving but before end of the year o Federal Express building – in the long range they are putting the new radio system amplifiers internally in the building to be able to hear police & fire communications o Meeting was had with Middlesex Hospital to address concerns - resolved some of the issues with the emergency room and linked them up with a vendor to assist with the concerns o Middletown High School – has been looked at, waiting to see what is going to happen there and make sure can talk inside the school o Non-city schools have radios o Portland Schools don’t have anything at this time – up to them as to what they want to do o Staffing update: o Currently one in training and should be on shift by Christmas – overtime decreased significantly o A list of people will be tested for new positions – should have two more in training by end of January o Brief discussion about grants was had October 1, 2018 minutes OLD BUSINESS o None NEW BUSINESS o None ADJOURNMENT  Chairman Andrew made a motion for adjournment, Commissioner Bransfield moved the motion, and the meeting was adjourned at 11:27 a.m. Submitted, Lori Ruffino Recording Secretary Next meeting to be held on December 3, 2018 in Middletown
