PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Portland MONDAY, September 9, 2019 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Susan Bransfield (PFD) Commissioner Dave Darling (SFD) Members Absent Commissioner Carl Chisem (MFD) Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Chief Robert Kronenberger – Middletown Fire Deputy Fire Chief Al Leary – Middletown Fire Chief Mike Howley – South Fire District Lt. Desena – Middletown Police Department Erik Larson – Hunters Ambulance Sgt. Cunningham – Portland Police Department Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:02 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew asked for approval of the minutes from the last meeting held on May 6. Commissioner Bransfield so moved, Commissioner Darling seconded, and all voted in favor to approve as presented. PUBLIC HEARING o None September 9, 2019 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report: o Call statistics sheet was handed out: o Nothing unusual occurred for summer month’s o Radio project update: o All mobile and portable radios have been distributed and installed o Last site on Aircraft Road was completed to the point that it has electricity – just waiting for Comcast to come in and give location from there to Cross Street as that location cannot use microwaves – good to go o Last week of this month Motorola people are coming in for system optimization & start the process of fine tuning to make sure everything is working on the infrastructure part of it o Beginning of October will be working in the dispatch center and doing all console programming finalization o Middle of October coverage testing will be done – most important part o October 21-25 will be doing training piece by piece by Motorola as well as dispatcher training on the consoles o Just prior to November 1st should have system cutover – emails will be sent on how this will be done o Tests done on the hospital with positive results except for the area of the loading dock – recently sent email to Middletown Fire Department and they are going to test some buildings and give their assessment of their coverage in the hospital – hospital will probably put something in the area to help with this o Middletown High School tested very positive o Federal Express has their system up and running – tested positive o Schools emergency channel will be linked into the system – non-city schools will be given portable radios o Staffing: o Hired someone and lost someone – Christopher Walsh went to Middletown Fire Department o 18 trained currently – still down people o Hiring on hold at this time due to radio project demands o AT&T looking at Mile Lane location for cell tower site – looking into some issues there and in process – would generate revenue September 9, 2019 minutes OLD BUSINESS o None NEW BUSINESS o None ADJOURNMENT Chairman Andrew called for adjournment, Commissioner Darling so moved, and the meeting was adjourned at 11:15 a.m. Submitted, Lori Ruffino Recording Secretary Next meeting to be held on October 7, 2019 in Middletown
