PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Portland MONDAY, November 4, 2019 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Susan Bransfield (PFD) Commissioner Carl Chisem (MFD) Commissioner Dave Darling (SFD) Members Absent None Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Chief Robert Kronenberger – Middletown Fire Deputy Fire Chief Al Leary – Middletown Fire Chief Mike Howley – South Fire District Lt. Desena – Middletown Police Department Erik Larson – Hunters Ambulance Sgt. Cunningham – Portland Police Department Lori Ruffino – Recording Secretary Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 10:58 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew entertained a motion to approve the minutes from the last meeting held on September 9. Commissioner Darling so moved, and all voted in favor to approve as presented. PUBLIC HEARING o None November 4, 2019 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report: o Call statistics sheet was handed out: o Nothing unusual to report – 4,500 incidents dispatched, little over 2000 9-1- 1 calls, and almost 9,500 administrative calls – slightly higher than average o Staffing still at 19 – full capacity is 21, only one trainer at this time o No current EMD number OLD BUSINESS o None NEW BUSINESS o Communications Project  Going live November 5th - all sites are up, all the installs are complete, all the portables have been distributed. An amplifier has been installed in the lower level of the police department due to issues with the lock up rooms. The last thing being done facility wise is the cut over for the tone alert in the fire stations  Coverage testing was done by independent 3rd party – 95% coverage was met 100%  Basic testing done in Portland – coverage much better now  Middlesex Hospital loading dock still has an issue - $50,000 can cure this issue & will be discussed  Surrounding towns without 800 MHZ radios will communicate via patch into our 800 system o Durham, Haddam, & Middlefield have purchased radios  Portland pricing – if they want to buy something should be done now as pricing will go up by January 1, mutual aid pricing will not hold after that date  Project under budget but took longer time wise o $345,000 to maintain system annually o The commission thanked Director Bartolotta & Deputy Director Grauer for all they did for this project November 4, 2019 minutes ADJOURNMENT Chairman Andrew called for adjournment, Commissioner Darling so moved, and the meeting was adjourned at 11:25 a.m. Submitted, Lori Ruffino Recording Secretary Next meeting to be held on December 2, 2019 in Portland
