PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: Portland MONDAY, July 12, 2021 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Susan Bransfield (PFD) Commissioner Seb Guiliano Commissioner Gene Nocera Members Absent None Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Jay Woron – Acting Fire Chief, Middletown Fire Don Gouin – Portland Emergency Management Erik Larson – Hunter’s Ambulance Mike Agogliati – Rep for Local 1073 Fire Union Public Present None CALL TO ORDER Chairman Andrew called the meeting to order at 11:02 a.m. MINUTES OF PREVIOUS MEETING No previous meeting minutes July 12, 2021 minutes PUBLIC HEARING o None CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report:  Call statistics were handed out o Call volume in same area as previous years o Due to changes in EMS responses from COVID period medics are rolling a little more as well as the fire department o Just over 2,200 911 calls – nothing unusual  Staffing: o Currently at 18 due to two retirements during the months of April & May o Conditional offer out now for position #19 o An appropriation of approximately $9000 will be forthcoming for overtime coverage  Radio site HVAC replacement: o LOCIP funds have been approved for the replacement of HVAC unit at abandoned Nextel site taken over and used as a radio site  Currently working on a ground space lease for Mile Lane o AT&T looking to put up a tower o This lease could bring in about $30,000 a year income for the city for at least 20 years July 12, 2021 minutes OLD BUSINESS o Director Bartolotta stated that all the new radio equipment has been reported as working fine. Part of the service agreement is an equipment technology upgrade to be done to the system at no extra cost o Coverage has been phenomenal – police units can talk statewide and fire can talk all through central Connecticut. o Portable radio issues here and there but are to be expected – 95% of the city is covered o Schools are good o Wesleyan University is in the process of doing major building work and will be installing amplifiers in buildings to avoid issues o No issues at Portland Police Department reported NEW BUSINESS o Meeting format discussion of the Telecommunications Commission was had o City wants meetings to be more accessible to city residents o Room 208 at City Hall equipped with audio & video for this purpose o Commissioner Andrew made a motion to cancel the August meeting & resume in September with the meeting to be held in Room 208 @ City Hall, Commissioner Guiliano seconded, and all voted in favor ADJOURNMENT Commissioner Andrew moved for adjournment, Commission Guiliano seconded, and the meeting was adjourned at 11:25 a.m. Respectfully Submitted, Lori Ruffino Recording Secretary
