PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: via WebEx MONDAY, December 6, 2021 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Ryan Curley (PFD) Commissioner Seb Giuliano Commissioner Gene Nocera Members Absent None Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Jay Woron – Chief, Middletown Fire Department Dave Albert – Deputy Chief, Middletown Fire Department Deputy Chief Ross Jacobs – South Fire Mike Desena – Middletown Police Department Erik Larson – Hunter’s Ambulance Jim Santacroce – Middlesex Hospital Don Gouin – Portland Emergency Management Public Present CALL TO ORDER Chairman Andrew called the meeting to order at 11:00 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew made a motion to accept the minutes from the December 6, 2021 meeting, Commissioner Giuliano so moved, and all voted in favor to accept the minutes as presented. December 6, 2021 minutes PUBLIC HEARING o None CORRESPONDENCE o Letter from former First Selectman Susan Bransfield was shared with the Commission – Director Bartolotta informed the commission of the new Portland First Selectman Ryan Curley MONTHLY REPORT o Director Bartolotta gave the monthly report:  Call statistics were emailed out o Nothing unusual to report  Staffing currently at 19 – full staff is 21 o Dispatcher in training process currently o Civilian dispatcher resigned and went back to dispatcher o Position posted & new trainer expected to be in place by this time next month o Acting trainer was put in place & no interruption in training occurred  Motorola upgrades done & all went well – no issues had  Requested LoCIP funding from the Common Council for replacement of UPS batteries, lifespan generally 5 years, currently on year 7 and starting to degrade – replacement cost $25,000.00  Director Bartolotta welcomed new Portland First Selectman Ryan Curley  Room 208 – Director Bartolotta stated that he would like to release the room booking for in person meetings until the end of June and would like to continue WebEx meetings – all agreed in favor  Tower @ Mile Lane update: o Meeting scheduled for this week that includes the Mayor o Current tower can’t hold everything – citing council will make the decision of a new tower or an addition to the existing o Director Bartolotta will keep the commission updated December 6, 2021 minutes OLD BUSINESS o None NEW BUSINESS o Jim Santacroce of Middlesex Hospital stated that over the past few weeks some cases have been reviewed deeper & brought up for discussion to bring back the Medical Dispatch Review Committee and for the committee to meet on a regular basis to discuss matters. o Committee would include a rep. from each department o Hunter’s Ambulance stated they are on board, Chairman Andrew stated that it sounds like a good approach, Commission Giuliano, South Fire, and Chief Woron, Middletown Fire, entertained the idea, and all voted in favor of the committee o Chairman Andrew wished everyone a Merry Christmas & a Happy New Year!
