PUBLIC SAFETY TELECOMMUNICATIONS LOCATION: via WebEx MONDAY, April 4, 2022 11:00 A.M. ---------- Minutes---------- Attendance: Members Present Chairman Ross Andrew Commissioner Seb Giuliano Commissioner Gene Nocera Members Absent Commissioner Ryan Curley (PFD) Don Gouin, Portland Emergency Management Staff Present Wayne Bartolotta – Director of Central Communications Robert Grauer – Deputy Director of Central Communications Jay Woron – Chief, Middletown Fire Department Erik Costa – Chief, Middletown Police Department Rich Davis – Deputy Chief, Middletown Police Department Mike Desena – Middletown Police Department Erik Larson – Hunter’s Ambulance Public Present Mike Agogliati CALL TO ORDER Chairman Andrew called the meeting to order at 11:00 a.m. MINUTES OF PREVIOUS MEETING Chairman Andrew entertained a motion to accept the minutes from the March 7, 2022 meeting, Commissioner Nocera moved to accept, Commissioner Giuliano seconded, and all voted in favor to accept the minutes as presented. PUBLIC HEARING o None April 4, 2022 minutes CORRESPONDENCE o None MONTHLY REPORT o Director Bartolotta gave the monthly report:  Call statistics were emailed out o Nothing unusual to report  Staffing update: o Currently at 19 o Vacant position announcement closing in April 8th – one position will be filled from list immediately o As part of the budget process, additional trainer position requested to be filled by a current dispatcher and if this moves forward will start training another dispatcher after July  Mile Lane cell site update: o AT&T has made a motion to the Ct. Siting Council to re-open the docket to present additional evidence related to alternate locations at the Mile Lane site – some of them involve Eversource right of ways o Decision to be made within the next couple of months & Director Bartolotta will keep the commission updated  City budget process is well under way & approaching the final step of the process which is a workshop prior to the Common Council meeting and will be on April 11th at 6 p.m. o Budget as directed by the Mayor was kept lean o Two items requested: o Increase in holiday pay by $8000 due to the Juneteenth Holiday o Upgrade of dispatcher to trainer for a total of $5500 o Mayor has approved these requests o Councilman Nocera stated that he will approve the increases and Councilman Giuliano feels it will be approved  Police Chief Costa thanked the Communications staff stating that they have been excellent and will work with Communications to evolve into the 21st century with new technology as an investment in communications OLD BUSINESS o None NEW BUSINESS o None April 4, 2022 minutes ADJOURNMENT Commissioner Andrew entertained a motion for adjournment, Commissioner Giuliano so moved, and the meeting was adjourned at 11:08 a.m. Respectfully Submitted, Lori Ruffino Recording Secretary
