PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY May 8, 2019 TIME: 7:00 P.M. ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Councilman Carl. R. Chisem Councilman Sebastian Giuliano Councilman Gene Nocera Members Absent: Councilman Vance Cotton Councilman Philip Pessina Staff Present: William Russo, Director of Public Works Christopher M. Holden, P.E., Deputy Director of Public Works Others: Blake Carter, 10 Tall Timbers Road Other residents of Tall Timber Road Chair Chisem opened the Public Works & Facilities Commission meeting at 6:34 P.M. Chair Chisem requested a motion to approve the minutes dated April 10, 2019. Motion to approve the minutes was seconded by Councilman Nocera and approved unanimously. PUBLIC COMMENT ON AGENDA ITEMS: Blake Carter Tall Timber Road, 10 Tall Timbers Road, Treasury of the South Gate Home Owners Association Inc. He presented to the Public Works Facilities Commission his request to hand over Tall Timbers Road to become a city Road. He states that he was under the impression there was no long term intention of being a private road. The home owners want to have the maintenance and services of being a city owned street. CORRESPONDENCE: None NEW BUSINESS: a. Tall Timbers request to deed the road from common space private property to a public roadway- Deputy Director Chris Holden was asked to speak upon this. Deputy Director Chris Holden states that this road has been a private road since 2007. In order for this road to become a City of Middletown owned road it will need to be proven, by doing testing to show it meets all the City of Middletown standards. The cost of the testing and upgrading to meet the City of Middletown’s standards would be the responsibility of the Tall Timbers Home Owners Association. Director Russo asked if we can put this item on next month’s Public Works & Facilities Commission agenda to allow for further research to help make a decision weather item can move forward to the Common Council. A motion was made by Councilman Nocera. The motion was seconded by Councilman Giuliano and approved unanimously.  b. Naming of parcel @Butternut Park after Richard Jukonski Jr. - Richard Jukonski Sr. came to Director Russo a few months ago to ask if the parcel can be dedicated to his son Richard Jukonski Jr. A bio of Richard Jukonski Jr. was handed out to the Commission. A motion was made by Councilman Pessina. The motion was seconded by Councilman Nocera and approved unanimously. c. Director Russo asked to talk about the walking Multiuse Trail located at Butternut Park. A 5 foot walking path that would in compass both the bridge and the dam. Further discussion ensued. The Commission asked that we keep this item on next month’s Public Works & Facilities Commission meeting. OLD BUSINESS: a. April 2019 Public Works Overtime- The Public Works & Facilities Commission reviewed their April 2019 monthly reports. There were no questions. b. April 2019 Building Permits- The Commission reviewed their March 2019 Building Permits. Building continues to be very busy. To date $651,640.27 has been collected. It has exceed the expected $550,000. OTHER: a. April 2019 Monthly Report- Highway Division- The Public Works & Facilities Commission reviewed their April 2019 monthly reports for the Highway Division. b. April 2019 Overtime Report-Parks Division – At this time, there was no Overtime to report for the month of April 2019 available to review for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting by Councilman Pessina. The motion was seconded by Councilman Giuliano and approved unanimously. The Public Works & Facilities Commission meeting adjourned.
