PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY September 11, 2019 TIME: 6:30 P.M. ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Councilman Sebastian Giuliano Councilman Gene Nocera Councilman Vance Cotten Councilman Philip Pessina Members Absent: Councilman Carl R. Chisem Staff Present: William Russo, Director of Public Works Christopher M. Holden, P.E., Deputy Director of Public Works Others: Blake Carter- 10 Tall Timbers Road Councilman Gene Nocera opened the Public Works & Facilities Commission meeting at 6:53 P.M. Chair Nocera requested a motion to approve the minutes dated August 14, 2019. Motion to approve the minutes was seconded by Councilman Cotten and approved unanimously. A motion to amend the agenda was made by Councilman Cotten, he has made the motion to move Tall Timbers request to deed the road from common space private property to a public roadway to New Business. A motion was made by Councilman Nocera. The motion was seconded by Councilman Giuliano and approved unanimously. PUBLIC COMMENT ON AGENDA ITEMS: Blake Carter 10 Tall Timbers Road, Treasury of the South Gate Home Owners Association Inc. comes before the Public Works & Facilities Commission to share updates and request feedback on the data that has been collected. CORRESPONDENCE: Mud Volleyball Tournament Thank You Letter NEW BUSINESS: a. Tall Timbers request to deed the road from common space private property to a public roadway- Blake Carter 10 Tall Timbers Road comes before the commission with visual aids to update the Commission with the progress he has made collecting data needed to make a decision. Three test pits were completed and observed by Bob Demanche on 08/27/2019 and 09/10/2019. It was determined that the pavement/base/sub-base depths were below the city requirement. At the minimum a 1 ½ inch surface course of pavement should be placed on the  road. The road width should meet the City requirement. Clean and televise the storm system to determine the condition of the pipes. Clear detention basin in order to determine if it is in working condition. Deputy Director Chris Holden did state to Blake that the minimum 1 ½ inch surface course of pavement would be the responsibility of the association. b. Dedication Marker for the Gaga Pit at Crystal Lake the Girl Scout troop would like to dedicate the Gaga pit to Navaiah Mercedes Fulk. Navaiah passed away on April 15, 2019 of a rare disease. Her thirteen years of being a girl scout took her on many adventures she treasured always. The troop would like to dedicate the play structure in memory of Navaiah’s playful nature and love of children. The Public Works and Facilities agreed that this would be a wonderful tribute to Navaiah Fulk. A motion was made by Councilman Pessina. The motion was seconded by Councilman Giuliano and passed unanimously. c. Naming of Park Bench at Harbor Park- Director Russo received an email from the father of the late Peter D. Mascaro to consider a request to dedicate the bench at Harbor Park where his son loved to fish. The Public Works and Facilities Commission supported the request. A plaque dedicating Peter Mascaro Jr. will be ordered and installed on a bench at Harbor Park. A motion was made by Councilman Giuliano. The motion was seconded by councilman Pessina and passed unanimously. d. Middletown Middle Passage Ceremony and Port Marker Project at Harbor Park- On September 28,2019 at 10:00am an unveiling will take place at Harbor Park for the Middle Passage Commemorative plaque. A request to have the plaque placed at Harbor Park to remember and honor these and other enslaved Africans who contributed to the building of this community. A motion was made by Councilman Cotten. The motion was seconded by Councilman Pessina and passed unanimously. OLD BUSINESS: a. Veterans Memorial Pool Study- The Public Works and Facilities Commission agreed that they would like to keep this on next month’s agenda. b. August 2019 Public Works Overtime- The Public Works & Facilities Commission reviewed their August 2019 monthly reports. There were no questions. c. August 2019 Building Permits- The Commission reviewed their August 2019 Building Permits. Building continues to be very busy. An average of $12,000.00 per month is being generated in building permits. OTHER: a. August 2019 Monthly Report- Highway Division- The Public Works & Facilities Commission reviewed their August 2019 monthly reports for the Highway Division. b. August 2019 Overtime Report-Parks Division – The Public Works & Facilities Commission reviewed their August 2019 monthly reports for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting by Councilman Nocera. The motion was seconded by Councilman Giuliano and approved unanimously. The Public Works & Facilities Commission meeting adjourned.
