PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY October 09, 2019 TIME: 6:30 P.M. ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Councilman Gene Nocera Councilman Ed Ford Councilman Ed McKeon Councilman Philip Pessina Councilman Darnell Ford Members Absent: Staff Present: William Russo, Director of Public Works Christopher M. Holden, P.E., Deputy Director of Public Works Others: Blake Carter- 10 Tall Timbers Road Mayor Ben Florsheim Bobbye Peterson- Chief of Staff Councilman Gene Nocera opened the Public Works & Facilities Commission meeting at 6:32 P.M. Chair Nocera requested a motion to approve the minutes dated October 09, 2019. Motion to approve the minutes was seconded by Councilman Pessina and approved unanimously. Councilman Pessina made a motion to move up Tall Timbers request to deed the road from common space private property to a public roadway to New Business. The motion was seconded by Councilman Ford and approved unanimously. PUBLIC COMMENT ON AGENDA ITEMS: Blake Carter 10 Tall Timbers Road, Treasury of the South Gate Home Owners Association Inc. comes before the Public Works & Facilities Commission to receive any updates. CORRESPONDENCE: Street Light Conversion- The City of Middletown purchased its streetlights from Eversource.Tanko Street Lighting is the City’s contractor to convert all City of Middletown street lights to LED. The letter authorizes Tanko to act as our agent. NEW BUSINESS: a. Tall Timbers request to deed the road from common space private property to a public roadway- Blake Carter 10 Tall Timbers Road comes before the commission to check on the progress on whether we will accept Tall Timbers Road as a public road or leave it as a private road. Director Russo and Councilman Nocera would like to setup a date and time to go out to  Tall Timbers Road with the Commission to give the new members a chance to see for themselves the property. Deputy Director Chris Holden gave the Commission a quick rundown of our findings. A formal opinion from the Office of the General Counsel was presented to Blake Carter and the Public Works & Facilities Commission. It states that the City has the option, not the obligation, to accept a private road as a public highway. A copy of the letter was given to Blake Carter and the Commission. It has been decided that this item will appear on the January 8, 2020 agenda. b. 2020-2021 Meeting Dates and Times- Public Works & Commission Meeting Schedule was presented to the Commission. The regular meeting will continue to take place the second Wednesday of every month at 6:30 p.m. in room 208 at City Hall. For the month of June it has been decided that there will be no meeting due to the annual car show that is held on Main St. A motion was made by Councilman McKeon. The motion was seconded by Councilman Pessina and approved unanimously. c. 2020 Connecticut Recycling Conference- Kim O’Rourke Recycling Coordinator would like to attend the annual Recycling Conference. A motion was made by Councilman Pessina. The motion was seconded by Councilman McKeon and approved unanimously. d. Review of the 2019-2020 Budget Proposal with the new Commission members- Director Russo presented to the Commission the 2019-2020 Budget Proposal for the new members to have as a reference. It is a very organized breakdown of the budget for the Public Works Department. e. Park Project Updates- Director Russo gave the Commission a quick update of the upcoming projects. f. Road Bond Updates- Director Russo gave the Commission a quick update of the upcoming projects. OLD BUSINESS: a. November 2019 Public Works Overtime- The Public Works & Facilities Commission reviewed their November 2019 monthly reports. There were no questions. b. November 2019 Building Permits- The Commission reviewed their November 2019 Building Permits. There were no questions. OTHER: a. November 2019 Monthly Report- Highway Division- The Public Works & Facilities Commission reviewed their November 2019 monthly reports for the Highway Division. b. November 2019 Overtime Report-Parks Division – The Public Works & Facilities Commission reviewed their November 2019 monthly reports for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting by Councilman Pessina. The motion was seconded by Councilman Ford and approved unanimously. The Public Works & Facilities Commission meeting adjourned.
