PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY January 8, 2020 TIME: 6:30 P.M. ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Councilman Gene Nocera Councilman Darnell Ford Councilman Ed Ford Jr. Councilman Ed McKeon Members Absent: Councilman Philip Pessina Staff Present: William Russo, Director of Public Works Christopher M. A Rizzo- 7 McDonald Dr., Portland CT Steve Band- 109 Red Clover Ray Lumpkin- 6 East Lake Dr. Councilman Gene Nocera opened the Public Works & Facilities Commission meeting at 6:32 P.M. A motion to amend the agenda, having new business item B first followed by agenda item A was made by Councilman Ed McKeon. The motion was seconded by Councilman Darnell Ford and approved unanimously. Chair Nocera requested a motion to approve the minutes dated December 18, 2019. The motion was made by Councilman Ed McKeon. The motion was seconded by Councilman Darnell Ford and passed unanimously. PUBLIC COMMENT ON AGENDA ITEMS: John Hall 555 Main St Portland CT, Director of the Jonas Center comes before the Public Works & Facilities Commission to introduce himself to the new members. He commented on the Complete Streets Committing for developing The Multiuse Trail. He expressed his strong support for this very important project. He invites the Councilman to attend one of the Complete Streets Committee Meeting to get a better understanding of the project. Beth Emery, 76 W Poplar Road, Co-Chair of the Complete Streets Committee encourages all the Councilman to take a bike ride on the trail to see the progress and importance of the project. CORRESPONDENCE: None NEW BUSINESS: a. Multiuse Trail/Harbor Park Presentation- Harbor Park boardwalk improvements presentation was provided by Milone and Macbroom. The presentation included site considerations which included flooding maintenance, accessibility, safety, and aesthetics. Boardwalk material options: pressure treated, tropical hardwood, composite, concrete, and unit pavers. Proposed improvements would be the railing system. Conceptual cost would be $1.35M. Milone and Macbroom also did a presentation on the Newfield Trail. They gave a project overview of their objectives and their next steps. Both projects are still in the preliminary states. Futher discussion ensued. A motion was made by Councilman Ed McKeon. The motion was seconded by Councilman Ed Ford Jr. and passed unanimously. b. Palmer Field Lighting- Director Russo states that over the past 2 years they have been seeing failures in the light poles. The interior wires have been an issue and 3 poles have been replaced in the last few years. At this time the arms need to be inspected for liability purposes, so a structural assessment of the light poles at Palmer Field was done on January 8, 2020 by Silva Engineering and was presented to the Public Works & Facilities Commission by Jay. Deputy Director Chris Holden handed out 2 tables from the report summary to the Commission to follow along with the presentation. It shows pole capacity utilization ratios. Mike Mahoney continues with his portion of the presentation on behalf of Musco Sports Lighting. Musco Sport lighting could not reach a safe lighting approach with the information provided by Silva engineering. Musco Sport Lighting provided a quote and scoop of work to the Commission. It states that the estimated cost will be $758,568.00. The quote includes the system description, control systems service, operation and warranty services, and delivery timing. Director Russo has proposed to the Rohan Manning in the Mayor’s office and the finance department to transfer the money that is left in the Hubbard Little League line item to the palmer field line item. The Hubbard little league improvements are just about done. The resolution that was presented to the commission would be the one brought to the Common Council requesting approval to transfer $600,000.00 in park bonds from the Hubbard Park Improvements to Palmer Field Entry and Bleacher repair for upgrade to the light structure system and use Mosco Sport Lighting total light control LED technology. Further discussion ensued. A motion was made by Councilman Ed Ford Jr. The motion was seconded by Councilman Ed McKeon and passed unanimously. c. 98th Annual Ct Tree Protective Association Meeting- 98th Annual meeting for Richard Romano to obtain CEU Certifications. A motion was made by Councilman. The motion was seconded by councilman and approved unanimously. OLD BUSINESS: a. December 2019 Public Works Overtime- The Public Works & Facilities Commission reviewed their December 2019 monthly reports. There were no questions. b. December 2019 Building Permits- The Commission reviewed their December 2019 Building Permits. Building continues to be very busy. An average of $315,567.14 in the last 4 months has been generated in building permits. OTHER: a. December 2019 Monthly Report- Highway Division- The Public Works & Facilities Commission reviewed their December 2019 monthly reports for the Highway Division. b. December 2019 Overtime Report-Parks Division – The Public Works & Facilities Commission reviewed their December 2019 monthly reports for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting by Councilman Nocera. The motion was seconded by Councilman and approved unanimously. The Public Works & Facilities Commission meeting adjourned.
