PUBLIC WORKS & FACILITIES COMMISSION REGULAR MEETING WEDNESDAY June 10, 2020 TIME: 6:30 P.M. Via WebEX.com MIDDLETOWN CONNECTICUT Members Present: Councilman Gene Nocera Councilman Ed McKeon Councilman Philip Pessina Members Absent: Councilman Darnell Ford Councilman Ed Ford Jr Staff Present: William Russo, Director of Public Works Christopher M. Holden, P.E., Deputy Director of Public Works Others: Deb Shapiro Molly Aunger Hope Kasper Diana Martinez Monica Belyea Tom D’quila Claudia Crescimano Sacha Armstrong-Crockett Kim Porter Councilman Nocera opened the Public Works & Facilities Commission meeting at 6:40 P.M. Chair Nocera requested a motion to move public comments up right after the opening of the meeting and new business letter a. Naming of the 6th, 7th, & 8th Grade Middle School to follow right after public comments. The motion was made by Councilman McKeon. The motion was seconded by Councilman Pessina and passed unanimously. Chair Nocera requested a motion to approve the minutes dated March 11, 2020. The motion was made by Councilman Pessina. The motion was seconded by Councilman McKeon and passed unanimously. PUBLIC COMMENT ON AGENDA ITEMS:  Deborah Shapiro- 55 Clover St, Municipal Historian gave a brief History Presentation on the Beamon family, which is her suggestion for the naming of the new middle school.  Molly Aunger - Called into the meeting to support Deborah Shapiro’s suggestion for naming the middle school Beamon Middle School.  Hope Kasper- Called into the meeting to express her concerns for the funding/bonding of the new Middle School. Hope wants to know if there will be any impact on the funding/bonding that was issued under the name Woodrow Wilson Middle School if the name is change. Councilman Nocera assured Hope that he will raise this question up with the office of General Counsel.  Diana Martinez- 41 Hotchkiss St called in to express her support of the Middle School name changed from Woodrow Wilson Middle School to Beamon Middle School.   Monica Belyea- 186 College St voiced her support for the Woodrow Wilson Middle School name change. She is also supporting the name Beamon Middle School.  Claudia DeFrance- 664 Bartholomew Road called in with Tom D’quilla to share that they are against the Woodrow Wilson Middle School name change.  Sacha Armstrong-Crockett- 12 Shirley Court voiced her support for the Woodrow Wilson Middle School name change. She is also supporting the name Beamon Middle School.  Christine Crescimano-172 East St, a teacher at Woodrow Wilson Middle School, called in to voice her support of the Woodrow Wilson Middle School name change. She is also in support of the name Beamon Middle School. CORRESPONDENCE: None NEW BUSINESS: a. Naming of the 6th, 7th, & 8th Grade Middle School- Councilman Nocera ask for a motion to move this item to the Common Council for a public hearing on the July 6th, 2020 agenda. A motion was made by Councilman Pessina to move forward to the Common Council. The motion was seconded by Councilman McKeon, and passed unanimously. b. Acceptance of Tall Timbers Road as a City owned Road- Councilman Nocera asked for a motion to be made to move the acceptance of Tall Timbers Road as a City owned Road to the Common Council. A motion was made by Councilman McKeon. The motion was seconded by Councilman Pessina and passed unanimously. c. 2020 CT Carp- Request permission for the fisherman participating in the event to stay at Harbor Park past sunset. A motion was made by Councilman Pessina. The motion was seconded by Councilman McKeon and passed unanimously. d. Adding Claire Shea to the Historical List- A request to add Claire Shea to the Historical List to be honored for her devotion of teaching for over 30 years to the City of Middletown. A motion was made by Councilman Pessina to move this item over to the Board of Education. The motion was seconded by Councilman McKeon and passed unanimously. e. Bulk Waste Budget 2020-2021- Bulk Waste fund is separate. $30,000.00 in revenue would allow for cleanup around town. Any profit or revenue that we back from the town clean up from things like Bulk Waste pick which has a $75.00 charge to the residents, would go right back into the General Fund. A motion was made to accept the Bulk Waste Fund Budget by Councilman Pessina. The motion was seconded by Councilman McKeon and passed unanimously. OLD BUSINESS: a. March, April, & May 2020 Public Works Overtime- The Public Works & Facilities Commission reviewed their monthly reports. There were no questions. b. March, April, & May Building Permits- The Commission reviewed their Building Permits. Building continues to be very busy. We have estimated that the Building Department would generate an estimate of $550,000.00 for the year and to date we are at $562,190.00. OTHER: a. March, April, & May 2020 Monthly Reports- Highway Division- The Public Works & Facilities Commission reviewed their monthly reports for the Highway Division. b. March, April, & May 2020 Overtime Reports-Parks Division – The Public Works & Facilities Commission reviewed their monthly reports for the Parks Division. PUBLIC COMMENT ON NON-AGENDA ITEMS: As there was no further discussion, a motion was made to end the meeting by Councilman Pessina. The motion was seconded by Councilman McKeon and approved unanimously. The Public Works & Facilities Commission meeting adjourned.
