Councilman Nocera opened the Public Works & Facilities Commission meeting at 6:30 P.M. Councilman
Nocera requested a motion to approve the minutes dated May 12, 2021. Councilman McKeon made a
motion. The motion was seconded by Councilman Ford and passed unanimously.
PUBLIC COMMENT ON AGENDA ITEMS: Philip Bennett- 174 Old Road Dr. speaks on behalf of the
petition that was signed by the residences of Old Road Dr. There seems to be a necessity shown by the
residence of Middletown to have the road changed to public. The residents are looking for the
Commissions support. Deputy Director explained to Philip the general process for the City of
Middletown to acquire the road. An evaluation and financial cost analysis is required to present to the
Commission. Director Russo asked the Commission if he could present the report of their findings at the
August 2021 meeting.
CORRESPONDENCE: Petition for Old Roads Dr.
NEW BUSINESS:
a. Bulk Waste Budget- Resolution that the Bulky Waste Fund Budget for the fiscal year 2021-2022
be approved. This budget sets up the projected expenses/revenue for the Bulk Waste Fund.
Councilman McKeon made a motion. Councilman Ford seconded the motion and passed
unanimously.
OLD BUSINESS:
a. Recreation Center update- Paul Pizzo updates the Commission on the ongoing work at the
recreation center. Paul states that they started with a 1.3 Million dollar construction cost
budget. We have modified the budget to allow more money into the roof during this first phase.
We are about 50 percent finished with construction document for the first scope of work. This
includes the dining area, warming kitchen, replacing boiler, new pumps, and new A/C unit on
the roof that would service the dining area and the kitchen area. This work is ongoing. Because
we knew we did not have extra money; we looked at ways to save money. Further discussion
ensued.
b. Veterans Pool and Splash Pad Update- Mike Doherty does not have much to report. He states
that the contract amendment was recently approved. A kick off meeting will be scheduled
within the next week with Cathy Lechowicz. He is hoping to have more to report at the next
meeting.
c. Update on Harbor Park Boardwalk- Michael Doherty states to the Commission that Gerber has
started to pour the concrete. He also mentioned that there might be a longer hold on the
delivery of the railings due to a material shortage. Deputy Director introduces an invoice for
work that has been completed to date by Gerber. He asked the Commission to review and
approve the invoice for a payment of $ 174,917.68 minus a 5 percent retainage. Councilman
McKeon made a motion. Councilman Ford seconded the motion and passed unanimously.
d. May 2021 Public Works Overtime Report- the Public Works Commission reviewed their monthly
reports. There were no questions.
e. May 2021 Building Permits- the Commission reviewed their Building Permits. As of June 9, 2021,
we have generated $1,174,904.45 in permits. There were no questions.
OTHER:
a. May 2021 Monthly Reports- Highway Division- the Public Works & Facilities Commission reviewed
their monthly reports for the Highway Division. There were no questions.
b. May 2021 Overtime Reports-Parks Division – The Public Works & Facilities Commission reviewed
their monthly reports for the Parks Division. There were no questions.
PUBLIC COMMENT ON NON-AGENDA ITEMS:
As there was no further discussion, a motion was made to end the meeting by Councilman McKeon. The
motion was seconded by Councilman Pessina and approved unanimously. The Public Works & Facilities
Commission meeting adjourned.
