Russell Library/City Hall Feasibility Study Committee Minutes December 20, 2023 Members Present: Sheila Jones, Anthony Mangiafico, Steve Nelson, Jon Pulino, Sandra Russo-Driska, Eamonn Wisneski, Ramona Burkey (Russell Library Director) Kellin Atherton (member of public) 1. Call to order- Chair Anthony Mangiafico called the meeting to order at 5:01. 2. Public comment on agenda items- None 3. Approval of Minutes- This item was tabled until the next meeting. 4. Unfinished Business a. Timeline and deadlines- no recent developments. b. Sites: needs, viability and configurations- no recent developments in previously identified potential and exemplar sites. c. Discussion of next phases of feasibility/capital planning- No recent developments. d. Budget status update- Director Burkey reported that the committee still has the $200,000.00 appropriation as Phase 2 has not yet commenced. 5. New Business- Sheila Jones moved to accept the draft 2024 regular meeting dates for the Committee. Jon Pulino seconded. unanimous in favor. 6. Executive Session to discuss property acquisition- Sandra usso-Driska made a motion to enter Executive Session, Jon Pulino seconded. Unanimous in favor, executive session commenced at 5:04. Committee returned from Executive Session at 5:56 pm. Anthony Mangiafico moved to advance the following applicants forward in the Feasibility Phase II selection process: Centerbrook, Friar, Lothrop, and Silver Petracelli. Sandra Driska-Russo seconded. Unanimous in favor. Anthony Mangiafico made a motion that the interview committee for conducting interviews of the finalists would be Anthony Mangiafico, Steve Nelson, and Eamonn Wisneski. Sandra Driska-Russo seconded. Unanimous in favor. 7. Additional public comment- None 8. Adjournment- Sheila Jones moved to adjourn, Jon Pulino seconded. Unanimous in favor.
