SANITATION COMMISSION REGULAR MEETING TUESDAY, September 29, 2020 TIME: 4:30 P.M. MUNICIPAL BUILDING ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Chair Seb Santacroce Thomas Goglia Monica J. Belyea, MPH, RD John H. Porter Members Absent: John Uccello Staff Present: William J. Russo, Public Works Director Kori Wisneski, Deputy General Counsel Chair Santacroce opened the Sanitation Commission meeting at 4:30 P.M. He requested a motion to approve the minutes from January 29, 2020. A motion was made to approve the minutes. The motion was seconded and approved unanimously. Correspondence: None NEW BUSINESS: a. Solid Waste Contract- Deputy General Counsel Kori Wisneski explains the Solid Waste Contract that would take effect on January 1, 2021. The Contract will be with Murphy Road recycling to take all solid waste to MRR; after it is disposed at the transfer facility on Industrial Park in Middletown Ct. Deputy General Counsel Wisneski explains to the Commission that she and Director Russo looked into three facilities. Hartford burn plant where cost would be $ 145.00 a ton to dispose. Present site, Lisbon would be $ 93.75 a ton to dispose. MMR offered a cost of $88.00 a ton to dispose. This would be a savings of $5.75 per ton to dispose. The district generates about 6200 tons a year. The savings a year at the rate of $ 88.00 per ton would be $36,000.00 a year. The contract is for three years, it would save the district about $108,000.00. Director Russo states that the goal is to keep our rates as low as possible for the 2200 ratepayers. Monica asked where the solid waste would be brought by MMR. Deputy Counsel Wisneski directed the Commission to page 13 section D of the contract; it explains the sites where MMR brings the waste. Tom Goglia makes a motion to accept the Municipal Solid Waste Disposal Services Agreement. The motion was seconded by Monica Belyea and approved unanimously. OLD BUSINESS: a. Cardboard Report – The Sanitation Commission reviewed their cardboard reports. b. Tonnage Report – The Sanitation Commission reviewed their tonnage reports. Director Russo was asked by Seb if the tonnage was as expected and it was explained that it was. OTHER: As there was no further discussion, a motion was made by John Porter to adjourn. Motion was seconded by Thomas Goglia and approved unanimously. The Sanitation Commission meeting adjourned at 4:45 P.M.
