SANITATION COMMISSION REGULAR MEETING TUESDAY, February 23, 2021 TIME: 4:30 P.M. MUNICIPAL BUILDING ROOM 208 MIDDLETOWN CONNECTICUT Members Present: Thomas Goglia Monica J. Belyea, MPH, RD John H. Russo, Public Works Director Kim O’Rourke Recycling Program Coordinator Rohan Manning, Chief Management Analysis Carl Erlacher, Director of Finance and Revenue Alex Williams, Blue Earth Councilman Uccello opened the Sanitation Commission meeting at 4:30 P.M. He requested a motion to approve the minutes from September 29, 2020. A motion was made to approve the minutes by Councilman Porter. The motion was seconded by Councilman Goglia and approved unanimously. Correspondence: None NEW BUSINESS: a. Food Waste Update-Kim O’Rourke, Recycling Program Coordinator has been trying to figure out how to manage food waste in a better way for a while. Alex Williams from Blue Earth Compost joins us tonight to explain the program and answer any questions. According to the proposal, Blue Earth Compost will provide food waste carts to restaurants in the Main St and Washington St area, service those carts, clean the carts, and bring the food waste to Quantum Biopower in Southington where it will be converted into clean energy and a soil amendent.The establishment will be responsible to put the food waste into different containers than the regular trash. There will be no additional charge to the business or the District for this service. Since the waste is being diverted from the trash, it is currently included in the budget and it be paid for from the tip fee line item. Councilman Uccello made a motion. The motion was seconded by Councilman Porter and approved unanimously. b. Sanitation Budget Proposal for 2021-2022- Carl Erlacher, Director of Finance and Revenue states to the commission that year ending 2020 we have collected 1.91 Million in revenue and 1.5 Million in expenditures leaving our net profit at $260,000.00 added to the reserves that we had from the beginning of the year, we ended up with 1.429 Million in our reserve. That is a 75 percent fund balance, which he states is a healthy fund balance. Rohan Manning, Chief Management Analysis is here to answer any questions that the commission might have on the proposed budget. For the most part, the budget is still the same. Director Russo explains to the  Commission that the Sanitation department is in need of a replacement-automated truck, which the funds would come out of the depreciation fund. Jeff Daniels Fleet Manager expressed previously to Director Russo that the 1996 Sanitation truck is in need of replacing. Director Russo states that the cost of the replacement truck would be $270,000.00, he also mentions that the 1996 truck would go as a traded in. If the proposed budget is approved, it would be sometime in July that they would start the process of getting the brand new replacement truck. c. Sanitation Commission Meeting Dates 2021- Meeting dates are currently working for all the members of the Commission. A motion was made to approve. The motion was seconded and approved unanimously. OLD BUSINESS: a. Cardboard Report – The Sanitation Commission reviewed their cardboard reports. b. Tonnage Report – The Sanitation Commission reviewed their tonnage reports. Director Russo was asked by Seb if the tonnage was as expected and it was explained that it was. OTHER: As there was no further discussion, a motion was made by Councilman Uccello to adjourn. Motion was seconded by Monica Belyea and approved unanimously. The Sanitation Commission meeting adjourned at 5:27 P.M.
