SANITATION COMMISSION
MEETING MINUTES
Tuesday, May 23, 2023
Time: 4:30 PM
Members Present: John Porter, Committee Member
Monica Belyea, Committee Member
Tom Goglia, Committee Member
Staff Present: Christopher M. Holden, P.E., Director of Public Works
Rohan Manning, Chief Management Analyst
1. Director Holden opens meeting at 4:30 PM.
2. Minutes – There were no official minutes from the January meeting as there was no quorum.
3. Correspondence – None
4. New Business
a. CNR- Sanitation Truck- This is in regards to spending $395,000 for a new sanitation truck. This is
for a side loader sanitation truck. Tom Goglia made a motion to approve the resolution to spend
the funds to purchase the new sanitation truck. John Porter seconded that motion. The motion
passed unanimously.
b. Budget Update- Rohan Manning gave an update about the budget. It has mostly remained the
same, but the depreciation amount allocation has been reduced. General vehicle services, the tire
and diesel lines have all been increased. The trash disposal amount has stayed the same as the
trend of over the last three years has been enough to cover expenses. The rates have not increased
in some time but they will remain the same for this year. They will be looking into how the rates
were increased in the past. Tom Goglia made a motion to approve the budget as proposed. John
Porter seconded that motion. The motion passed unanimously.
c. John Uccello Resignation- no additional discussion.
d. Recommendation of new Members Erinn Smolowitz and Steven Alison- these two new members
will be recommended at the next common council meeting. There were questions about how long
the term for commission members is. Director Holden will look into it.
e. Other- There was discussion about the food waste diversion program and the cost of bags to
residents. It was also discussed how the food waste program is going on Main Street with our
restaurants and Director Holden reported that it has been very successful. The schools are
participating but doing a pre-consumption format, which is mostly kitchen waste from food prep.
It was suggested when sending the sanitation billing that a garbage and recycling schedule be sent
as well.
5. Old Business
a. Cardboard & Mixed Recycling Report- Cardboard costs for July, August and September were
good. Then we had to start paying again. Public Works with a vendor who we got a flat deal with-
we wouldn’t pay to dispose of it but they also wouldn’t pay us for the cardboard if the markets
turned. Costs of disposal for mixed recycling has gone up to roughly $94 a ton.
b. Tonnage Report- Nothing additional to above.
c. Sustainable Materials Management (SMM) Grant Update- Nothing additional to above.
d. Recycling Market Update- Nothing additional to above.
6. Other- Nothing additional.
