City of Middletown SANITATION COMMISSION MEETING MINUTES Tuesday, July 25, 2023 Time: 5:00 PM Members Present: John Porter, Committee Member Monica Belyea, Committee Member Tom Goglia, Committee Member Staff Present: Christopher M. Holden, P.E., Director of Public Works Kim O’Rourke- Recycling Coordinator 1. Director Holden opens meeting at 5:00 PM. 2. Minutes – Approval of the minutes from the May 23, 2023 meeting. Monica Belyea made a motion to approve the minutes. Tom Goglia seconded the motion. The motion passed unanimously. 3. Correspondence – None 4. New Business a. Sustainable Materials Management (SMM) Grant Presentation- Kristen Brown gave a presentation regarding the Food Scrap Co-Collection Program in the Sanitation District. Proposed rate structures were discussed if the program was to be continued. John Porter made a motion to have the program continue for another year and for staff to create a resolution to present to Council. Tom Goglia seconded the motion. The motion passed unanimously. b. Sanitation Budget- There would be a change to the sanitation district fee structure. This will be discussed more in depth at the next meeting. c. Other- John Porter has been nominated to be chairman of the commission. Tom Goglia put forth the nomination. Monica Belyea seconded. 5. Old Business a. Sustainable Materials Management (SMM) Grant Update- Nothing additional to what was presented above. b. Tonnage Report- the numbers for the recycling tonnage were given to committee members in the packet. Kim O’Rourke shared that she doesn’t believe that will go down. 6. Other- A sanitation delinquency report was requested for the next meeting. The meeting adjourned at 6:00 PM
