SANITATION COMMISSION
SPECIAL MEETING MINUTES
Tuesday, August 22, 2023
Time: 5:00 PM

1. Director Holden opens meeting at 5:00 PM.
2. Minutes – Approval of the minutes from the July 25, 2023 meeting. Tom Goglia made a motion to
approve the minutes. John Porter seconded the motion. The motion passed unanimously.
3. Correspondence – None
4. New Business
a. Sustainable Materials Management (SMM) Grant Resolution Amendment- Kristen Brown gave a
presentation regarding the Food Scrap Grant Resolution Amendment. The sanitation district make
up was discussed and broken down by owners, renters, housing authority, or non-residential
student housing. The proposed rate structure for residential and small businesses will be a two-
tiered rate that includes a base price and the per bag disposal fee. The DEEP bridge grant money
would go to whatever gap fees that may be incurred. This was discussed in depth and what the
exact request to DEEP was. It was also discussed how best to reach residents about the program.
Tom Goglia made a motion to move the resolution amendment to Council for review. Monica
Belyea seconded the motion. The motion passed unanimously.
b. Sanitation Budget- This was discussed within the SMM Grant Resolution Amendment
presentation. Please see above.
c. Other- Nothing additional to report.
5. Old Business
a. Sustainable Materials Management (SMM) Grant Update- Nothing additional to the Grant
Resolution Amendment presentation above.
b. Tonnage Report- Kim O’Rourke stated that the food waste collection numbers is the food waste
picked up from the restaurants. There have been new restaurants that have joined in the last six
months. There are roughly 40 restaurants in the downtown area that are voluntarily participating.
There are different levels of participation from these restaurants. There are also different reasons
they don’t participate, such as not participating in the sanitation district services and contracting
with a private hauler. She stated that ultimately this will help businesses reduce their costs. All of
the school kitchens are participating in the food waste collection and they are planning on rolling
it out to the cafeterias this year. Cardboard is currently at zero so while we aren’t getting paid
anything for the cardboard, but we aren’t paying anything either.
6. Other- Nothing additional.
Tom Goglia made a motion to adjourn. John Porter seconded the motion. The meeting adjourned at 5:33 PM
