SANITATION COMMISSION
SPECIAL MEETING MINUTES
Tuesday, September 24, 2024

1. John Porter opened meeting at 4:55 PM.
2. Minutes – Motion to approve Tuesday, August 27 Special Meeting Minutes made by Ed McKeon,
seconded by Stephan Allison, motion passed unanimously.
3. Correspondence-none submitted
4. Public Comment-none.
5. Old Business
a. Dumpster Rate Discussion: Discussion about cost increase and future increases. Current shortage
is being paid from the Sanitation District fund. Acting Director Weissberg would like to include
the Health Department in the discussion Rohan Manning explained what the Sanitation Fund
covers. Stephan Allison moved to increase the bills by an additional 15% for the next billing
cycle, Ed McKeon seconded, motion carried unanimously. Discussion regarding where dumpsters
are allowed and what requirements there are. Department staff will discuss requirements with
Land Use and the Office of the General Counsel.
b. Joint Meeting with Public Works Commission: Commission members will attend the next Public
Works and Facilities Commission meeting to discuss a rate increase for the next billing cycle.
c. SAYT Enforcement Protocol: Handout was included in the packet, plan was reviewed and
clarifications were made.
d. SAYT Assistance Protocol: Suggestions were included in the packet, Kim O’Rourke reviewed
assistance guidelines for low income assistance programs and suggested that the commission use
the FOIA guidelines for no-cost FOIA requests using the Federal Poverty levels. Discussion
regarding financial assistance and cost of bags for those qualifying for assistance. Motion to set
the rates for people that qualify for assistance to: $2 for 33 gallon bag bundle (.40/ea) and $1 for
15 gallon bag bundle (.20/ea) made by Ed McKeon, seconded by Stephan Allison. Motion passed
unanimously.
6. New Business:
a. Updated Sanitation Commission Meeting Calendar: Motion to officially change the Sanitation
Commission Meetings to 4:30 made by Ed McKeon, Seconded by Stephan Allison. Motion
passed unanimously.
b. Billing insert was sent with the packet for commission members to review.
7. Other:
a. Recycling Coordinators Report: Included in packet.
b. Sanitation Guidelines: Guidelines are still being worked on.
Motion to adjourn made by Ed McKeon, Seconded by Stephan Allison. Motion passed unanimously, meeting
adjourned at 5:56pm.
