City of Middletown SANITATION COMMISSION SPECIAL MEETING MINUTES Tuesday, October 22, 2024 Time: 4:30 PM Members Present: John Porter, Commissioner Stephan Allison, Commissioner Ed McKeon, Commissioner Public Present: Kristen Brown, Waste Zero Staff Present: Howard Weissberg, P.E., Acting Director of Public Works Kim O’Rourke- Recycling Coordinator Rohan Manning, Chief Management Analyst 1. John Porter opened meeting at 4:35 PM. 2. Minutes – Motion to approve Tuesday, September 24 meeting minutes made by Ed McKeon, seconded by Stephan Allison. Minutes approved unanimously. 3. Correspondence-none submitted 4. Public Comment-none. 5. Old Business a. Joint Meeting with Public Works Commission: Ed McKeon informed the Commissioners about the Public Works and Facilities Commission meeting that he attended on behalf of the Sanitation Commission. b. SAYT Enforcement Update: Kim O’Rourke update the Commissioners on the enforcement protocol which will be: Carts will be monitored through AI and flagged when they are not using the orange bags, once this has been detected twice an educational letter will be sent and a field inspection will be performed. There will be three different field inspections: The first will include a green warning letter that will go to the property owner, and an educational note on the cart. The second field inspection will include a yellow warning letter sent to the property owner and a note on the cart. The third field inspection will include a red warning letter sent to the property owner, and the cart not being emptied until the garbage has been rebagged and they call for a pick-up. c. SAYT Assistance Update: An application has been created and those who qualify will be able to purchase bags at a reduced price of $2/roll for 33 gallon and $1/roll for 15 gallon orange bags.  6.
