City of Middletown SANITARY DISPOSAL DISTRICT COMMISSION MEETING MINUTES Tuesday, November 26, 2024 Time: 4:30 PM Members Present: John Porter, Commissioner Stephan Allison, Commissioner Ed McKeon, Commissioner Public Present: Jen Kleindienst Lorraine Panciera Staff Present: Howard Weissberg, P.E., Acting Director of Public Works Kim O’Rourke- Recycling Coordinator Rohan Manning, Chief Management Analyst 1. John Porter opened meeting at 4:37 PM. 2. Minutes – Motion to approve Tuesday, October 22 meeting minutes made by Stephan Allison, seconded by John Porter. Minutes approved unanimously. 3. Correspondence-none submitted 4. Public Comment-none. 5. New Business a. Membership Update: Two new members will be approved by the Common Council in December. Introduced Jen Kleindienst and Lorraine Panciera as new members. b. Finance Balance Sheet: Rohan Manning shared the P & L report and explained the report. Discussion regarding the fund balance. c. Fee Adjustments: Motion to revise fee schedule as outlined in the spreadsheet that Kim O’Rourke provided. Motion made by Stephan Allison, seconded by Ed McKeon. Motion passed unanimously. d. SMM Grant Update i. Review Enforcement Policy: Kim O’Rourke explained the new enforcement policy and fines. Motion to accept the enforcement plan as written made by Ed McKeon, seconded by Stephan Allison. Motion passed unanimously.  ii. Bag Assistance Program: New bag assistance program was discussed. About 17 people have received assistance so far. iii. Information for property owners: Informational flyer will be worked on and presented at the January meeting. 6. Old Business-none discussed 7. Other: a. Recycling Coordinators Report: Provided with agenda. Discussion regarding increasing recycling to weekly pick-up. b. Sanitation Guidelines: None c. John Porter noted that he would like the Commission to discuss utilization of the green bags at the next meeting. Motion to adjourn made by Ed McKeon. Seconded by Stephan Allison. Motion passed unanimously, meeting adjourned at 5:32pm.
