Call to Order and introductions: a. Chair Loffredo called the special meeting to order at 5:40PM b. Chair Loffredo introduced the committee as well as the newest member of the Committee, Mr. Paul Zakarian 2. Discussion and review of the minutes from the June 20th, 2024 Regular Meeting a. Motion to approve the minutes: i. Councilperson Sweeney ii. Second: Richard Pelletier iii. Discussion: none iv. Vote: Unanimously approved the minutes from the June 20th, 2024 Regular Meeting 3. Discussion and review of the time card of the committee secretary from 6/20/24-7/23/24 a. Motion to approve the time card of the Committee Secretary: i. Motion: Councilperson Sweeney ii. Second: Richard Pelletier iii. Discussion: None  August 1st, 2024 Page 2 iv. Vote: Unanimously voted to approve the timecard of the secretary 4. Update and discussion on the Farm Hill P/V Panel Project: a. Update provided by Ken Linsley, Project Manger for Silver Petrucelli and Associates: i. Documents completed including full sized sets of draws and specs for review and approval ii. Signatures required by the Building Official, 504 Coordinator, Fire Marshall, Health Official and the Chair of the Building Committee iii. Meeting to review final drawings and details upcoming with Marco Gaylord, Executive Director of Operations and follow up meeting with the signatories upcoming in early August. iv. The Board of Education will need to also approve and allow for the signature of the Supertintendent and Board Chair to approve these documents. v. Ken Linsley and Christopher Puorro will share all of these documents with all committee members before the August 15th meeting 5. Update and discussion on the Snow School Roof Building Project: a. Ken Linsley proved an update on the Snow Project: i. Project is in the same phase as the Farm Hill project including the need for signatures and review of all documents by the Building Committee and Board of Education ii. Chair Loffredo requests that the information be provided and the committee be prepared to possibly take action at the August 15th, 2024 meeting 6. Update and discussion with SLR Environmental Consulting on the MHS Turf and Track Project: a. Update provided by Kevin Fuselier, SLR Environmental Consulting i. Visited site on Monday 7/22/24 1. Turf is installed, infill is currently in the process of setting 2. Small mistake with the colors on the Middletown Logo, which has been corrected by the contractor 3. Track surfacing set to arrive in early August, will be installed once the infill setting is complete 4. HI Stone and Son is ahead of schedule. Weather permitting, the project may be completed several weeks before the original schedule ii. Next Steps provided by Kevin Fuselier: 1. Once the project is completed, the turf installer will provide training to applicable staff on maintenance in Mid-August 2. Goal Posts will be delivered by Mid-August  August 1st, 2024 Page 3 iii. Discussion: 1. Marco Gaylord: No additional comments. “Things are looking great, happy to be ahead of schedule and the Athletics team is looking forward to getting their teams back on the field” 2. Christopher Puorro: Contingency fund utilized plus the BOE budget to fulfill the need of replacing the boards under the turf 3. Chair Loffredo: Information for the committee that at the next meeting there will be action to pay the next payment application 4. Richard Pelletier: Question on the replacement of base boards under the turf a. Kevin Fuselier provided an update on the replacement of the boards that in the original installation the wrong boards were used and were therefore deteriorating 5. Chair Loffredo: Impressed that the boards were replaced so expeditiously 7. Review, discussion and possible action on the SLR Environmental Consulting invoice number 10003251 dated June 28th, 2024 for a total of $1,052.50 for services relating to the phase II construction of the Middletown High School Turf and Track project. a. Motion to approve the payment 10003251 dated June 28th, 2024 for a total of $1,052.50 from SLR Environmental Consulting: i. Motion: Richard Pelletier ii. Second: Councilman Gennaro iii. Discussion: 1. Christopher Puorro has reviewed the work and this falls within the contract budget iv. Vote: Unanimously voted to approve the payment payment of invoice 10003251 dated June 28th, 2024 for a total of $1,052.50 from SLR Environmental Consulting: 8. Update and Discussion on the Indoor Air Quality Grants for the common areas of four (4) Middletown Public School Buidlings a. The Department of Administrative Services has approved the Middletown Board of Education to install air conditioning units for common spaces included the Cafeterias and the Gyms for the following schools: i. Moody, Snow, Bielefeld and Farm Hill b. Update from Christopher Puorro and Marco Gaylord: i. Budget presented from a company that the BOE believed was on the state contract bid list. The state relayed the company was not on the contract bid list. Christopher attempted to rectify this with the DAS, but was unsuccessful and was asked to follow through the RFP process. A design firm will need to be hired for design and specification submittals. The  August 1st, 2024 Page 4 grants do not fund this process and the state will not reimburse this process as it was not included in the original proposal ii. Question from Chair Loffredo: How much would this process cost us? 1. Christopher and Marco: Unsure of pricing, continuing to research 9. Future Business: a. None at this time 10. Adjournment: a.
