Members Present: Chair Loffredo, Councilperson Sweeney, Councilperson Gennaro, John Giuliano,
Richard Pelletier, Paul Zakarian, Farah Scala

1. Call to Order and introductions
a. Councilman Loffredo called the meeting to order at 5:30PM
b. All committee members, staff and invited guests introduced themselves to the
public meeting
2. Adoption of the agenda
a. This item was missed by the committee
3. Public Comment
a. Chair Loffredo opened public comment at 5:32PM

4. Discussion and review of the minutes from the August 15th Regular Meeting
a. Motion to approve the meeting minutes:
i. Motion made by: Farah Scala
ii. Seconded by Councilwoman Kelly Sweeney
iii. Discussion: none
iv. Vote: Unanimously approved the minutes
5. Discussion and review of the time card of the committee secretary from 8/15/24-
10/16/2024

a. Motion to accept the time card of the committee secretary:
i. Motion made by: Councilman Gennaro
ii. Seconded by: Richard Pelletier
iii. Discussion: Councilman Loffredo noted that our current Secretary,
Randall Mel, will be stepping down from the roles of secretary effective
after the next regular meeting. The Committee is actively looking for
someone to fill the role.
iv. Vote: Unanimously approved the minutes
6. Update and discussion on the Farm Hill P/V Panel Project
a. Ken Linsley from Silver Petrucelli provided an update on the project:
i. The Planning Completion Review Meeting was held on September 10th,
2024. Comments were provided for revisisions which we maid. Currently
waiting for the letter from the Department of School Construction Grants
to proceed to bid. This letter should come in the next week or so. Bid
documents will be ready for review and approval by the committee for the
next regular meeting.
ii. Question from Councilman Loffredo: Why did the original forms get
kicked back and what is the timeline?
1. Answer from Ken Linsley:
a. There were some wrong dates on the documents which
were corrected and resubmitted. The approval to move to
bid notifications should come in the next week or so, then
we will be able to have this project along with Snow out to
bid following the committee approval in the next meeting.
7. Update and discussion on the Snow School Roof Building Project
a. Update from Ken Linsley:
i. Snow School is in a similar place as the Farm Hill Project. The PCR
meeting was held on September 11th, 2024.
ii. Anticipating very good pricing for Middletown as this is the time where
vendors are looking to “book their calendars” for next Summer projects.
8. Discussion, review and possible action concerning invoice 24-1072 from Silver Petrucelli
and Associates dated 9/1/2024 relating to work completed on the Snow School Roof
Building Project for a total of $1,350.00
a. Update from Christopher Puorro: This invoice is within our purchase order and
this work was in relation to the work completed on bid documents through August
31st, 2024
b. Motion to Approve:
i. Motion: Richard Pelletier
ii. Second: Councilman Gennaro
iii. Discussion: No further discussion

iv. Vote: Unanimously approved the payment of the invoice
9. Update and discussion with SLR Environmental Consulting on the MHS Turf and Track
Project
a. Update on the close out of the project from Kevin Fuselier:
i. All close out materials have been taken care of
ii. Maintenance training occurred the previous day October 16th for the care
and maintenance of the new turf and track
iii. Significant rain events (2) left some standing water which was due to the
holding of static. The field will be sprayed by a diluted solution of fabric
softener which will eliminate the static and prevent standing water going
forward.
1. The static is caused by a mix of low humidity and high heat in the
new turf, but is easy to correct through the previously mentioned
method.
b. Update from Marco Gaylord:
i. Confirmed the maintenance training occurred and that the company Spring
Turf will come to spray the turf in the near future.
c. Question from Councilman Loffredo: How is the track?
i. Kevin: The track is complete and is looking and feeling great
ii. Marco: PE Classes and the Track team are utilizing the track daily.
10. Update and Discussion on the Indoor Air Quality Grants for the common areas of four (4)
Middletown Public School Buildings at Bielefield, Farm Hill, Snow and Moody
Elementary Schools
a. Christopher Puorro provided an update:
i. Board of Education has put aside funds to obtain preconstruction services
for about $19,000.00
ii. Marco has received three quotes and a vendor is in the process of being
selected.
b. Question from Councilman Loffredo:
i. Will grants reimburse the pre-construction work
ii. Christopher: it will not cover these costs

i. 2025 Meeting Calendar
ii. Hiring of new committee secretary
iii. Close out of the MHS Turf and Track Project
