WATER POLLUTION CONTROL AUTHORITY
July 16, 2020

I. Open Meeting (started at 7:07pm)
Director Fazzino indicated that there were two emails received from the public. First
email was from Haveli Restaurant asked to make an appeal regarding his bill and he was on the
agenda a month ago and the WPCA tabled this because he was not in attendance.
Director Fazzino read into record the email from Haveli (see attached). He states that
Haveli India would normally receive an average waer bill of $3,000. The bill from six months
ago was $6,000. Director Fazzino noted that the old meter was tested and passed.
Director Fazzino read into the record an e-mail from Faith Lutheran Church (see
attached). The church indicated that they had a leak and were seeking a reduction in their bill.
Director Fazzino noted that goodwill adjustments are for homeowners, therefore, he did not feel
this would apply.
Both items will be on the agenda for the next WPCA meeting scheduled for September.
II. Reports, Minutes and Correspondence
1. Minutes of Regular Meeting of June 4, 2020
A motion was made by Councilmatic Representative Pessina and seconded by
Commissioner Giuliano to approve the Minutes of Regular Meeting of June 4, 2020.
Motion was approved unanimously.
III. Transfers/Fund Updates
1. Monthly Fund Balance Reports-June
The monthly fund balance report was submitted to the WPCA for informational
purposes.
2. Collection Report – Status Update
There was no collection report at this time.
3. Consumption Report
This report was submitted to the WPCA for informational purposes.
IV. Old Business
1. 7 Yellow Road-Good Will Adjustment
A motion was made by Commissioner Giuliano and seconded by Councilmatic
Representative Pessina to approve the goodwill adjustment. Motion was approved unanimously.
2. 82 Acer Drive-Good Will Adjustment
A motion was made by Vice Chairman Bishel and seconded by Commissioner Giuliano
to approve the goodwill adjustment. Motion was approved unanimously.
V. New Business
1. 14 Tupelo Place-Good Will Adjustment

A motion was made by Vice Chairman Bishel and seconded by Commissioner Giuliano
to approve the goodwill adjustment. Motion was approved unanimously.
VI. Staff Reports
1. Durham Water – Update
Ludlow Construction continues to install water main and services in the Town of
Durham. DN Tanks has mobilized to the tank site and may pour the concrete floor next
week. Continue to review submittals and schedules. Project is going well and on time.
2. Mattabassett Pump Station Project
The pump station is operational and the contractor is working on punch list items.
Change Order 10 and 11 will finalize the contract. The total project cost is
$27,988,980.21. The City had some issues paying retainage due to issues with AUC
(Finance Software). Operational, there are still some issues with high concentrations of
H2S to the Mattabassett WPCF associated with warm weather and low flows. Working
with Mattabassett to resolve this issue.
There will likely be a ceremony for Fran Patnaude’s family in August.
3. Old Mill Project-Update
No additional work since the last meeting. Still waiting for a schedule from True
Blue Environmental for the paving work.
4. Fountain Avenue Project
DeRita Construction is the contract and completed majority of the water main and
sewer work in the Fountain Avenue area near Wesleyan. Sewer lining will start next
week.
5. Columbus and Mazzotta Project
Ludlow Construction is the contractor and completed installing new water main.
Residents were on temporary main will now be switched to the new main.
6. John S. Roth Plant
The roof and exterior painting is complete. Recently opened bids for the wellfield
improvement projects. D’Amato Construction was the aparant low bidder. There were
no local bidders on this project.

VII. Executive Session-None
There was no Executive Session.
VIII. Adjournment
There being no further business, a motion was made by Vice Chairman Bishel and
seconded by Commissioner Giuliano to adjourn the meeting. The motion was approved
unanimously.
The meeting adjourned at 7:38p.m.
