MINUTES WEBEX/HYBRID ONLINE REGULAR MEETING WATER POLLUTION CONTROL AUTHORITY September 2, 2021 PRESENT: Director, Joseph Fazzino Chief Engineer, Brian Robillard Chairman, Dale Aldieri Councilmatic Representative, Philip J. Pessina Councilmatic Representative, Eugene Nocera (7:45pm) Commissioner, Jack Pieper Commissioner, John Giuliano Commissioner, Brian Gartner I. Open Meeting (started at 7:01pm) 1. Public Hearing No one was present from the public so the public portion of the meeting was closed. Director Fazzino would like to amend the agenda to add Item 5 Request for Additional Appropriations under Section III Transfers/Fund Updates. A motion was made by Councilmatic Representative Pessina and seconded by Commissioner Giuliano to approve the amendment to the agenda to add the Appropriation. The motion was approved unanimously. II. Reports, Minutes and Correspondence 1. Minutes of Regular Meeting of July 15, 2021 A motion was made by Commissioner Giuliano and seconded by Commissioner Gartner to approve the Minutes of Regular Meeting of July 15, 2021. Motion was approved unanimously.  2. Letter dated July 16, 2021 – Grace Covenant Church This letter was for informational purposes only. 3. Letter from United States Environmental Protection Agency-CT DEEP-re: Admin Order on Consent This letter is for informational purposes only. It contains comments on the Department’s June 30, 2021 annual report submitted to the EPA as part of our CMOM plan. The letter referenced the $12,746,480 that the City will be receiving under the American Recovery Act. The City is forming a committee to determine how this money will be spent. A portion of it will likely be given to this department for storm water separation and pump station improvements. 4. Letter from DEEP re: Mattabasett District-NPDES Permit No.CT-0100307 (Permit) Secondary treatment bypass This letter is for informational purposes only. The letter states that bypasses are not acceptable and that Mattabasett needs to address the problem. Chairman Aldieri noted that our rates are controlled by Mattabasett fees and stormwater is a big problem causing the bypasses. We, the WPCA, need to pay attention to this and take action to control inflow. This department has found and plugged connection between the storm and sanitary sewers. Chairman Aldieri noted that The Mattabasett thinks we are doing a good job trying to reduce inflow. There was further discussion on the history of the pump station design and past studies. III. Transfers/Fund Updates 1. Monthly Fund Balance Reports-August This report was for informational purposes only. 2. 3. Collection Report – Status Update There was no collection report at this time. 4. Consumption Report This report was for informational purposes only. 2  5. Deliquent Report This report was handed out to all WPCA commissioners. The properties on this list will be forwarded to City Hall for foreclosure in order to collect unpaid bills. This was also for informational purposes only. 6. Appropriation This was for informational purposes only. IV. Old Business 1. Inflow/Infiltration Update This was discussed under II-3 and II-4 earlier in the meeting. No further discussion on this topic. 2. Sewer Only – Memo This is memo from 2019 that reviewed the flat rate for sewer only bills. The memo determined that the rate is a good approximation of an average bill and no adjustment was needed. This was provided as back up information since a customer brought this to the WPCA’s attention at the last meeting. V. New Business 1. Good Will Adjustment - Grace Covenant Church A motion was made by Commissioner Giuliano and seconded by Commissioner Gartner to approve the Good Will Adjustment for the Grace Covenant Church in the amount of $2,657.72. The motion was approved. VI. Staff Reports 1. Durham Water – Update Chief Engineer Robillard stated that the contractor was primarily working to connect the houses in Durham to the new water system. The meter station and pump station are nearly complete. The contractor is waiting for utility pole installations at both sites before he can move forward. The water tank itself is complete. Some site work and electrical work need to be completed before it can go online. 3  2. Mattabassett Pump Station Project-Update Director Fazzino stated that there was a high flow event due to rain, but that the project is essentially complete and the building committee no longer has to meet. 3. John S. Roth Plant/Wellfield-Update Chief Engineer Robillard indicated that the project is complete. The improvements were approved by the State Department of Health and that both wells are currently on line and operating. 4. Pameacha Project-Update Director Fazzino stated that we meet with Purchasing. The project will be advertised for bidding on September 9th and the bid opening will be on October 26th VII. Executive Session-None There was no Executive Session. VIII. Adjournment A motion was made by Commissioner Giuliano and seconded by Councilmatic Representative Pessina to adjourn the meeting.
