AMENDED MINUTES HYBRID/WEBEX REGULAR MEETING WATER POLLUTION CONTROL AUTHORITY May 5, 2022 PRESENT: Director, Joseph Fazzino Deputy Director, Donald Fisco Chief Engineer, Brian Robillard Vice Chairman, Scott Bishel Councilmatic Representative, Philip J. Pessina Councilmatic Representative, Eugene Nocera Commissioner, Jack Pieper Commissioner, Brian Gartner Commissioner, David Bauer I. Open Meeting (started at 7:20pm) 1. Public Hearing No one from the public was present so the public portion of the meeting was closed. II. Reports, Minutes and Correspondence 1. Minutes of Regular Meeting of April 7, 2022 A motion was made by Commissioner Bauer and seconded by Commissioner Gartner to approve the Minutes of Regular Meeting of April 7, 2022. Motion was approved unanimously. Councilmatic Representative Pessina abstained. 2. Resignation Letter of John Giuliano, Commissioner This letter was for informational purposes only. III. Transfers/Fund Updates 1. Monthly Fund Balance Report Reports – April The Monthly Fund Balance Report was for informational purpose only. 2. Collection/Delinquent Report N/A 3. Consumption Report The Consumption Report was for informational purposes only. Mr. Bauer noted an error in the labeling of the fiscal year. This will be corrected. IV. Old Business 1. Inflow/Infiltration, Basin #25, 26 & 27 – FYI Director Fazzino stated that the Department started flow monitoring and manhole inspections in sub-basins 25, 26 and 27. The work was split between two consultants; Wright-Pierce and Prime AE. Wright-Pierce is working in sub-basins 25 and 26. Sub-Basin 25 includes streets between Warren Street and the Hunting Hill area and extends south to include the Pameacha pond area. Sub-basins 26 includes streets south of Washington Street to South Main Street and extends from the Wesleyan Campus on the west to DeKoven Drive on the East. Prime AE is working in sub-basin 27 which includes areas between South Main Street and Eastern Drive and from the Patnuade Pump Station to Mill Street. The sub-basins all flow to the Patnaude Pump Station and were identified in previous studies as having high infiltration and inflow. The consultants will be inspecting manholes and conducting video inspection of the sewer mains to identify and leaks or defects that contribute to I/I. Both consultants will prepare designs to address any defects identified by the field inspections. Director Fazzino went into further discussions about how the basins are tied into the pump stations. 2 V. New Business 1. Resolution – Water Fund Loan Director Fazzino stated that this resolution was for the Sewer Loan from the Water Fund and repayment schedule. The Mattabassett Assessment and Sewer Fund Contribution is why he is borrowing from the Water Fund to keep the rates down. RESOLUTION WHEREAS, the Sewer Department Fund Balance is being partially used to keep the sewer rates low; and, WHEREAS, the Sewer Department is proposing to borrow money from the Water Fund Balance in order to keep a healthy fund balance. NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF MIDDLETOWN: that a loan of One Million Dollars ($1,000,000) from the Water Fund Balance 5000-600000-30310-0000-00000-0000-000 to the Sewer Fund Balance 2050-00000-30310-0000-00000-0000-000 is approved to cover the cost of the Mattabassett yearly assessment; and BE IT FURTHER RESOLVED THAT: the Sewer Department shall repay the loan to the Water Fund Balance as revenue to the Sewer Fund Balance becomes available; and BE IT FURTHER RESOLVED THAT: the Sewer Department shall repay within one (1) year, but no later than June 30, 2023. A motion was made by Commissioner Bauer and seconded by Commissioner Pieper to approve the resolution and recommend it to Common Council. Motion was approved unanimously. VI. Staff Reports 1. Durham Water - Update Chief Engineer Robillard indicated that the contractor was working through some communication issues between the new storage tank, pump station and meter building in SCADA. The installation of the chlorine booster system began at the Long Hill Pump Station. Other electrical work is also ongoing at the pump station. Chief Engineer Robillard indicated that the contractor completed a leak test on the new storage tank. The tank passed this test. The driveways for the new facilities are scheduled to be paved at the end of this month. 3  2. Pameacha Project – Update Director Fazzino stated that the Common Council approved a bid waiver for this project. The Department is working with Finance to approve the purchase orders for Ludlow Construction. This included creating a new budget line for the project. Pre- Pre- Construction Meeting will take place on Friday to discuss submittals and discuss potential start dates. Once the POs are in place, we preconstruction meeting will be held with Public Works, Fire and Police. VII. Executive Session-None There was no Executive Session. VIII. Adjournment A motion was made by Councilmatic Representative Pessina and seconded by Commissioner Bauer to adjourn the meeting. Motion was approved unanimously.
