Approval of the minutes of June 28, 2018 4. Old Business A. Budget Line Items Motion to reaffirm the estimated budget and approve the line items that were set up as follows: Architect for $3,700,000 CM At Risk Phase I $190,000 CM At Risk Phase II $3,404,000 Administration $5,000 Payroll $6,000 Medicare $ 400 FICA $ 100 B. RFP Update 5. New Business A. Approval of Bills 1. Motion to approve TSKP Invoice B. Commissioning Agent 1. The need for a Commissioning Agent. The State requires that the project be designed and built in accordance with the State’s High Performance Building Guidelines. This requirement mandates that an independent, third party be hired directly by the Owner to monitor the design and construction of the new building, and to then certify that the new building complies with the State’s Guidelines (which is equivalent to LEED Silver). The Committee will need to prepare an RFQ for a Commissioning Agent, interview candidates, and then hire someone to provide this service. This is the same  process used previously for selecting an Architect and a Construction Manager. The Schedule indicates that we should hire the Commissioning Agent by October 24th. Motion to prepare an RFQ for a Commissioning Agent; to approve a budget line item for this; approving a PO for advertising the RFQ; and any other necessary expenses to meet the hiring of the Commissioning Agent per the State’s regulations. 2. Meetings for discussing Security are scheduled to occur after Schematic Design, between September 28th and October 25th, and then again after Design Development, between February 22nd and March 21st. You may want to create a sub-committee comprised of members of your Building Committee to participate in those meetings. How many members do we need? Knowing we have Police Dept. , Dispatch, and both Chiefs from Fire? We also need to send follow up letter to all Chiefs on start of Sub Committee. Motion to form the Security subcommittee to include in its membership the Chief of Police or his designee, Middletown Central Communications Director, Middletown Fire Chief, and South Fire Chief as well as ___ members of the building committee.
