Special Meeting

9:30 a.m.
Present: Chair Mary Bartolotta, Vice Chair Christopher Drake, Sheila Daniels, John Giuliano, Gene
Nocera, and Richard Pelletier
Absent: Philip Pessina, Ted Raczka, Kristy Byrd, and John Phillips
Also Present: Ken Biega, O & G, Construction Manager at Risk, Randall Luther, TSKP
Meeting Called to Order
The meeting was called to order to begin the interview process of the three candidates, at 9:35 a.m.

Mr. Drake moves to go into executive session to begin the interview process per Sec. 1-200.
Definitions. (6) “Executive sessions” means a meeting of a public agency at which the public is
excluded for one or more of the following purposes: (E) discussion of any matter which would result in
the disclosure of public records or the information contained therein described in subsection (b) of
section 1-210 and 1-210 (24) Responses to any request for proposals or bid solicitation issued by a
public agency or any record or file made by a public agency in connection with the contract award
process, until such contract is executed or negotiations for the award of such contract have ended,
whichever occurs earlier, provided the chief executive officer of such public agency certifies that the
public interest in the disclosure of such responses, record or file is outweighed by the public interest in
the confidentiality of such responses, record or file. Mr. John Giuliano seconds the motion.
There is no discussion; the Chair calls for the vote and it is unanimous to approve with six aye votes.
During the executive session O & G Representatives and Mr. Gaylord are invited to participate.
Executive Session Ends
Ms Daniels moves to end executive session and is seconded by Mr. Drake. The vote is called and it is
unanimous to leave executive session.
The Chair asks for a motion for preferred order of the candidates. Mr. Drake moves to prioritize the
candidates as follows:

3. Van Zelm

His motion is seconded by Mr. John Giuliano.
The Chair asks if there is any discussion; hearing none, she calls for the vote. It is unanimous to
approve with six aye votes.
The Chair recognizes Mr. Drake who moves to request a meeting of the Professional Services
Committee to hire the Commissioning agent for the WWMS Building Project, taking into consideration
the preferred order of the candidates. Ms. Daniels second the motion.
The WWMS committee voted on requesting a meeting of the Professional Services Committee to
consider the Commissioning Agent for the project as stated below.

2. Colliers
3. Van Zelm Engineers
The Professional Services Committee will meet this Thursday in the Mayor’s Office at
11a.m.
The Committee in further discussion requests that the contract state that the Commissioning
Agent stay on the project for a minimum of one year and six months after the school has
opened and that at the end of that time that the agent produce and provide a manual of
operation for the facility.
Meeting Adjourned
Ms. Daniels moves to adjourn the meeting and is seconded by Mr. Pelletier. The vote is unanimous
and the Chair declares the meeting adjourned.

Commissioning Agent for the Project.
Move to approve requesting a Professional Services Committee meeting to hire the
recommended Commissioning Agent for the WWMS Building Project.
