1. CALL TO ORDER
Chairperson Gary Middleton opens the meeting with the Pledge of Allegiance.

3. APPROVAL OF MINUTES - September 5, 2019 Regular Meeting Minutes
Dina Ford moves for approval of the minutes of September 5, 2019 Regular Meeting Minutes.
Nick Ficaro seconds the motion. The chair calls for the vote. The vote was 2 in the affirmative and
1 abstentions. Motion failed.
Dina Ford moves to table the minutes of September 5, 2019 Regular. Meeting to the next meeting
in December. Nick Ficaro seconds the motion. The chair calls for the vote. It is unanimous to table
with 4 aye votes. The chair states the matter passes unanimously with 4 affirmative votes.

5. NEW BUSINESS
Gary Middleton read a letter from Attorney Carella requesting that the Board hold off on voting for
Item 6.2 as the IWWA still has to review.
Attorney Amy Stigens representing Bridgestone Retail Operations LLC spoke to the Board
regarding this project. She does not agree with the IWWA letter and asks the board to open the
public hearing tonight and continue to the next meeting.

2. Request for a G.S.14-54 location approval for a general repairer at 804
Washington Street. Applicant/agent Washington West LLC and Bridgestone
Retail Operations LLC. ZBA2019-11 (A public hearing was requested by the
applicant)
Dina Ford moves to table a request for a G.S.14-54 location approval for a general repairer at
804 Washington Street util the December meeting so that they can get the comments from the
IWWA first. Nick Ficaro seconds the motion. The chair calls for the vote. It is 3-1 to table with
Judy Pehota denying. The Chair states the matter passes with a 3-1 vote.
1. Request for a variance to Section 12.4 to keep dwelling behind 459 East Main
Street as residential. Applicant/agent Fikret Cecunjanin ZBA2019-10
The applicant was not present. Nick Ficaro moves to open the public hearing for a variance to
Section 12.4 to keep dwelling behind 459 East Main Street as residential. Dina Ford seconds the
motion. The chair calls for the vote. It is unanimous to table with 4 aye votes. The chair states the
matter passes unanimously with 4 affirmative votes.
The public hearing notice was not properly displayed and the applicant was not present. The
ZEO asks that they continue to the next meeting.

3. Request for a variance to Section 21.02 in regards to the front and rear setbacks
for a proposed addition to property at 505 East Main Street. Applicant/agent
Jennifer Marie Marotta ZBA2019-12
Phil Marotta Jr. represented the application. He explained that there was no zoning when the
house was built and now they do not have the setbacks for an addition. He wants to put a
staircase for the second floor apartment on the outside of the house. There was a six foot addition
on the back of the house. It contained the bathroom that was all rotten. The new addition would
make the house more structurally sound. He just wants to square that off with the side.
No one from the public wished to speak.
Dina Ford moves to close the public hearing. Nick Ficaro seconds the motion. The chair calls for
the vote. It is unanimous to close public hearing with 4 aye votes. The chair states the matter
passes unanimously with 4 affirmative votes.
